We see the global economic crisis gaining momentum, bringing tectonic shifts in the hydrocarbon markets. These processes result from the destruction of the global law and the system of trust. The US and EU sanctions, imposed without ground, form one of the key reasons of the crisis. The crisis envelops all countries like Noah’s flood. In this situation the important question is what is going to be Noah’s Ark for the world’s economy.

A. Dynkin is a Member of the Presidium of the Presidential Council for Science and Education, the Economic Council under President of the Russian Federation, the Presidential Commission for Strategic Development of the Fuel and Energy Sector and Environment Security, the Scientific Council of the RF Security Council, the Russian Foreign Minister’s Scientific Council.
Dynkin’s research areas comprise the issues of economic growth, forecasting, energy, international comparisons, the patterns of innovation development, global issues, international relations and international security.

Nobuo Tanaka is the Chairman of The Sasakawa Peace Foundation. As Executive Director of the International Energy Agency (IEA) from 2007 to 2011, he initiated a collective release of oil stocks in June 2011. He also played a crucial and personal role in the strengthening of ties with major non-Member energy players, including Russia, China and India.
He began his career in 1973 in the Ministry of Economy, Trade and Industry (METI), and has served in a number of high-ranking positions, including Director-General of the Multilateral Trade System Department. He was deeply engaged in bilateral trade issues with the US as Minister for Industry, Trade and Energy at the Embassy of Japan, Washington DC. He has also served twice as Director for Science, Technology and Industry (DSTI) of the Paris-based international organization, OECD.
