In order to preserve the country’s stability and successful development, conditions need to be created for each person to live a prosperous and well-rounded life. This entails a holistic, balanced approach that enables people both to ensure their basic rights and needs, and to create opportunities for their personal, professional, and civic self-fulfilment. This problem cannot be solved with an impersonal, average, ‘paternalistic’ approach to planning social policy measures that are divided into separate services. In order for all efforts and resources to produce real results, we must learn to see a specific person, with his/her unique opportunities, needs, and problems. This can only be achieved by combining the efforts of the state, society, and individuals themselves. How can we see beyond a person’s ‘statistics’ and hear his/her voice? What is the best way to assess a person’s objective and subjective well-being? How can the optics of people’s local communities and immediate environment be adjusted to provide them with timely assistance and support? Why is it crucial to embed an evidence-based approach into managing social policy? How can we increase people’s own responsibility for the quality of their life and the lives of the people around them?

1993 – 2011: Headed his own business started from scratch. Latest project: The Tver Paint Factory, producing modern high-quality automobile and industrial paints. Founded in 2010.
2008 – 2011: Took up venture financing, founded InCube – a business incubator of the Russian Presidential Academy of National Economy and Public Administration which was recognized the best business incubator in 2010 according to Forbes.
2010: Winner of the Russian stage of Ernst & Young’s «Entrepreneur of the Year» international contest under the heading «Industrial Production».
February, 2011 – March, 2015: Headed different positions in Moscow City Government, such as Moscow Government Minister, Head of Moscow Science, Industrial Policy and Entrepreneurship Department, Adviser to Moscow Mayor

April, 2017: Was appointed as Vice-rector of Presidential Academy, Director of Graduate School of Public Administration.

Actively engaged in sports: motorcycle racer, ultra-marathoner, IronMan finisher.
He run the Antarctic Ice marathon in the end of the 2021th and was in the top ten of participants among men.

Natalya Komarova

Governor of Khanty‑Mansi Autonomous Area–Yugra

Natalia Komarova was born on the 21st of October 1955 in Pskov Region, she is married and has two children. In 1978 she graduated from Kommunarsk Institute of Mining and Smelting, the faculty of Engineering and Economics, majoring in “Economics and organization of construction” with awarding of qualification Engineer-economist. She began to work at the Kommunarsk Metallurgical Factory as a labor engineer of the laboratory of industrial engineering in 1978. Then she worked as an economist of the planned-economic CCB department. In 1980 Natalia moved to Novy Urengoi of Tyumen Region, Yamalo-Nenets Autonomous Okrug. There she began to work in the municipal executive committee as a senior inspector. In 1988 Natalia became the chairwoman of the city planning commission. Then she worked as the deputy chairwoman of the municipal executive committee, the deputy of the City Council. In 1992 she became the first deputy of the Head of Administration in Novy Urengoi. In 1994 Natalia was designated as the Head of the city Administration. That year she was elected as a deputy of the State Duma of Yamalo-Nenets Autonomous Okrug and as a deputy of the NoviyUrengoy Municipal Committee. On the 16thof March 1997 Natalia Komarova continued working as the Head of the municipal formation of NoviyUrengoy up to October 2000 according to the elections results. From October 2000 to December 2001 Natalia worked as a deputy of the Governor of Yamalo-Nenets Autonomous Okrug, leading the Economic Committee of the Okrug. At the same time Natalia lectures at the University: she is an associate professor of the Social Management of the Yamal Oil and Gas Institute (branch) of the Tyumen State Oil and Gas University (since 1999). In December 2001 Natalia was elected as a Deputy of the State Duma of the Federal Assembly of the Russian Federation inYamalo-Nenets Autonomous Electoral Okrug. From 2004 to 2007 she is the Head of the Natural Resources and Nature Management Committee of the State Duma of the Federal Assembly of the Russian Federation. In December 2007 Natalia was elected as the deputy of the State Duma of the Federal Assembly of the Russian Federation in Yamalo-Nenets Autonomous Electoral Okrug for the third time. In the State Duma of the fifth assembling she continued to be the Head the Natural Resources and Nature Management Committee. On the 8thof February 2010 the President of Russian Federation Dmitry Medvedev submitted a proposal to the deputies of the Khanty-Mansiysk Autonomous Okrug Duma a candidature of Natalia Komarova as the Governor of the Khanty-Mansiysk Autonomous Okrug –Ugra. At the unscheduled meeting on the 15thof February the deputies in a unanimous vote voice supported her candidature.On the 1stof March Natalia entered the office of the Governor of the Khanty-Mansiysk Autonomous Okrug –Ugra.

Born 15 August 1980 in Kuibyshev (now Samara).

2002: Graduated from the Samara State Academy of Economics with a degree in Economics.

2011: Graduated from the Russian Presidential Academy of National Economy and Public Administration with a Master’s degree in Administrative and Financial Law.

2001–2005: Held several posts in the Finance Department of the Samara Region Government.

2005–2007: Department head at the Samara Region Ministry of Finance.

2007–2012: Head of the Department of Regional Budget Execution and Reporting at the Samara Region Ministry of Finance.

2012–2014: Head of the Operations Improvement Directorate at the Federal Treasury.

2014–2017: Finance Minister and Minister of Economy and Finance of the Moscow Region.

2017–2020: Deputy Finance Minister of the Russian Federation.

21 January 2020: Appointed Minister of Labour and Social Protection of the Russian Federation by Presidential Executive Order.

Since 2010, she has headed the Elena and Gennady Timchenko Charitable Foundation. Since 2023, she has been the Chair of the Supervisory Board of the Foundation. Member of the Public Council under the Russian Ministry of Labor and Social Protection, Head of the Senior Citizen section of the Russian Government Council for Guardianship in the Social Sphere, Member of the Council for the Development of Social Innovation of the Subjects of the Russian Federation under the Federation Council, member of the Expert Board for Advancing New Projects with the Agency of Strategic Initiatives, member of the Joint Advisory Board of the Presidential Grants Foundation, Co-Chair of the Working Group for the Expert Development of the "Active Ageing in the Russian Federation" Concept at the Higher School of Economics.
The Timchenko Foundation is one of the country's largest family charitable foundations, which has worked in 80 Russian regions since 2010. Over 12 years, the Foundation has supported 4,461 projects and held 29 competitions. These include the competitions "Active Generation", "Cultural Mosaic of Small Towns and Villages", "Good Ice", "Right Family Course", "Family Fairway", "Family Haven", "Immediate Circle", "Voice of a Child", "Linked Communities".
The Foundation supports local communities in small territories in two areas: Family Care and Development of Children and Teenagers. The Foundation’s three target groups are older people who are unable to fully fend for themselves and need assistance from others; underprivileged families with children; as well as children and teenagers.

Sofia Malyavina

General Director, National Priorities

She graduated from the Togliatti Academy of Management with a degree in philology, in parallel she received an MBA from Michigan State University - Flint (USA), in 2010 she defended her dissertation at the Institute of Philosophy of the Russian Academy of Sciences and received a PhD in philosophy.
Sofia Malyavina has experience working with industries, energy, social services, health care, education, and science. She has successfully participated in dozens of projects, her merits include supporting industrial development strategies and infrastructure projects in the energy sector.
She considers her main achievement for 15 years of work in social communications to be the blood donation development program. After the campaign under her leadership, the institute of blood donation was actually restored in the country.
Positive social change and development is the main subject of Sofia's professional interest. She is responsible for launching and implementing Healthy Russia, a healthy lifestyle program, and Accessible Environment, a barrier-free program for people with disabilities. Today changes in society's attitudes toward unhealthy habits and healthy lifestyles, volunteerism and creating conditions for people with disabilities are already evident.
Work in the Accounts Chamber has given experience and competence in effective and transparent organization of projects.
As the executive secretary of the Council for Social Welfare Care under the Government of Russia, she worked with NGOs on organizing work to improve the regulatory framework and socially significant projects.
The key to successful communication, Sofia believes, is to believe in what you say: he who adheres to it himself can inspire people to lead healthy lifestyles. In her routine - regular runs in the park for 5 km.
She was awarded the Order of Friendship for organizing humanitarian aid to South Ossetia during the military conflict.
The main task she has set for herself as Director General of ANO National Priorities is to create honest, interesting and useful communication between the state and society, to provide opportunities and to involve as many people as possible in national projects.
