In order to preserve the country’s stability and successful development, conditions need to be created for each person to live a prosperous and well-rounded life. This entails a holistic, balanced approach that enables people both to ensure their basic rights and needs, and to create opportunities for their personal, professional, and civic self-fulfilment. This problem cannot be solved with an impersonal, average, ‘paternalistic’ approach to planning social policy measures that are divided into separate services. In order for all efforts and resources to produce real results, we must learn to see a specific person, with his/her unique opportunities, needs, and problems. This can only be achieved by combining the efforts of the state, society, and individuals themselves. How can we see beyond a person’s ‘statistics’ and hear his/her voice? What is the best way to assess a person’s objective and subjective well-being? How can the optics of people’s local communities and immediate environment be adjusted to provide them with timely assistance and support? Why is it crucial to embed an evidence-based approach into managing social policy? How can we increase people’s own responsibility for the quality of their life and the lives of the people around them?
