The integrated development of the urban space to improve quality of life indicators is possible when we take an interdisciplinary approach and involve all stakeholders, including residents, experts, the authorities and business. Such an approach requires a master plan comprising a spatial and economic planning document. Master plans are created based on the Integrated Territorial Development Standard, which describes the key parameters and characteristics of an urban space concept. Master plans include a comprehensive analysis, goal-setting, the identification of development projects and sources of funding, the elaboration of road maps for their implementation, the forecasting of economic impacts, and descriptions of management procedures. The natural goal of urban planning is the integrated development of urban space through the implementation of related infrastructure projects. The standard of living in cities is measured by economic indicators, which are impacted by economic efficiency including in relation to public projects. Infrastructure bonds are a unique source of extra-budgetary funding for a country, combining state support measures and bank lending. This allows us to accelerate the pace of housing construction and increase the volume of completed housing projects in the regions. How can we increase the variety and effectiveness of economic instruments deployed to support urban development projects and improve the quality of life in cities with the participation of federal and regional authorities, development institutions and business?

Born on 28 November 1957 in the town of Yermolaevo, Kumertau District of the Bashkir ASSR.
In 1975, graduated from the public school of Vilino town of the Bakhchysarai district of the Crimea Region. For two years he worked in the production (a mechanic in the Crimean sovkhoz POH Magarach and as a workman at the Kiev chemical and pharmaceutical plant).
In 1983, he graduated from the Lomonosov Moscow State University, in 1986 – from the graduate school of the Department of Economics of Lomonosov Moscow State University. Candidate of Economic Sciences, Associate Professor. In 2005, he graduated from the Diplomatic Academy of Russian Foreign Ministry. Honoured Economist of the Chuvash Republic. He published about a hundred papers on the issues of economic and social development of the Chuvash Republic and the Russian Federation.
Since 1986 – lecturer at the Chuvash State University, associate professor of the Department of Economic Theory and Market Economy. 1994–1997 – Deputy Director of the Institute of Economics, Finance and Law (Cheboksary). In 1995–1997, he headed Cheboksary branches of Moscow commercial banks. He was elected a deputy of the State Council of the Chuvash Republic.
1997–2000 – Deputy Chairman of the Government Cabinet, Minister of Economy of the Chuvash Republic. Aksakov oversaw the development of the Programme for the transition of the Chuvash Republic to market economy, the Anti-Crisis Programme of 1998 and the Programme of Social and Economic Development of Chuvash Republic for 1998–2003. He developed and implemented criteria for assessing the performance of the heads of districts and cities of the Republic, was one of the originators of the introduction of mortgage lending to the people of Chuvash Republic, various incentive mechanisms for housing construction in the region, support small and medium-sized businesses and modernization of major production.
1999–2003 – Deputy of the 4th State Duma (elected from a single mandate Cheboksary district), deputy chairman of the Economic Policy and Entrepreneurship Committee.
2003–2007 – Deputy of the 4th State Duma (elected from a single mandate Cheboksary district), deputy chairman of the Credit Organizations and Financial Markets Committee.
2007–2011 – Deputy of the 5th State Duma (elected from A Just Russia party list), deputy chairman of the Credit Organizations and Financial Markets Committee.
2011–2016 – Deputy of the 6th State Duma (elected from A Just Russia party list), until April 2015, served as deputy chairman of the Financial Market Committee, in April 2015 was elected chairman of the Economic Policy, Innovation and Entrepreneurship Committee.
From October 2016 – Depute of the 7th State Duma (elected from the Kanash electoral district of the Chuvash Republic), Chairman of the State Dume Financial Market Committee.
Chairman of the Council of the Association of Russian Banks, member of the Board of the Russian Union of Industrialists and Entrepreneurs, research adviser at the Department of Financial Markets of the Financial University under the Government of the Russian Federation.
He was awarded the Order For Service to the Fatherland, 4th Class, medals of the Order For Service to the Fatherland, 1st and 2nd Class; Honorary Diploma of the President of the Russian Federation for his services in state-building, development of budget and tax legislation and active social and political position; Honorary Diploma and a Badge of Honour of the State Duma of the Russian Federation for significant contribution to the development of legislation and parliamentarism. Honoured with Commendation of the Prime Minister of the Russian Federation, the Minister of Finance of the Russian Federation and the Director of the Federal Security Service.
Married, has two sons, Dmitry and Alexander.

2010–2013, implements successful projects in the field of mobile applications development, custom development, and IT.
2013, he joins the POLYPLASTIC Group, where he successfully launches a platform for large-scale freight transport optimization by shifting the logistics distribution model on to an online auction.
Today, the POLYPLASTIC Group is the biggest producer of polymer piping systems in Russia, Belarus and Kazakhstan. At present, the Group includes 16 manufacturing plants and more than 15 trading houses.
He organized a project for launching a retail business: an online store and pick-up site were opened in Moscow to improve the company’s service and speed up deliveries.
During development of the retail store and expansion of sales of polymer piping systems, he entered into contracts with the Obi GmbH and Castorama retail networks in Russia.
At the end of 2015, he commences successful development in the sphere of refurbishment and renovation of utility networks in Moscow using trenchless methods. Methods that had no mass application previously became recognizable in all big companies of Moscow, such as Mosvodokanal, Mosgaz, Rosvodokanal, etc. During 2015–2017, a massive reconstruction of the city centre is implemented using these technologies.
As a result of the work, a new construction line for utility networks appeared with a turnover of RUB 1 billion in 2017. At the moment, about 1/4 of the water supply network in Moscow has been restored using these technologies.
Currently, he is working on a new project for analyzing concession projects and developing new directions for the Group.

Vitaly Mutko

Born on December 8, 1958 in the Krasnodar Territory.
Studied in Leningrad, where he graduated from the River Vocational College, the Water Transport Institute and (by correspondence) the Law Department of Leningrad State University.
Worked as a technician on the vessels of the North-Western River Shipping Line and was chairman of the trade union committee of the River College.
1983-1991: instructor, section head, secretary, chairman of the Kirov regional Council of People's Deputies, head of the region's administration.
1992-1996: Deputy Mayor of St Petersburg, Chairman of the city Committee on Social Issues.
From 1993: President of Football Club Zenit; under his leadership the team moved into the Russian football elite. In 1999, it won the Russia Cup and in 2002 won bronze at the Russian football championship.
The Russian Football Premier League (RFPL) was organised in 2001 at the initiative of Mutko, who is a member of the Executive Committee of the Russian Football Union, President of the Russian Football Premier League and Vice President of the Football Federation of St Petersburg and North-West Russia.
2002: elected to the Executive Committee of Russia's Paralympic Committee. For the past 13 years, Mutko has been the volunteer chairman of St Petersburg's Special Olympic Committee for the rehabilitation of people with mental disabilities. For 10 years he has chaired the Golden Pelican charity movement.
2003: appointed member of the Federation Council of Russia's Federal Assembly, representing the St Petersburg Government.
2008: appointed the Russian Minister of Sport, Tourism and Youth Policy.
May 21, 2012: Reappointed Minister of Sport of the Russian Federation by a presidential decree.
October 19, 2016: appointed Deputy Prime Minister of Russia by a presidential decree.

Natalya Eremina joined OMK as the Head of the Controlling Department in 2001. In 2004, she was appointed Director for Corporate Finance and Investor Relations.

N. Eremina was appointed OMK Vice President in 2006. She previously worked at Metallinvestbank as Head of the Interbank Credit Department, Head of the Lending Division, and Deputy Chairman of the Management Board.
