Business programme

Today, inclusive and comprehensive dialogue in leading multilateral institutions, such as the Group of Twenty (G20) and its engagement groups, is becoming increasingly important. The key one is the Business 20 (B20) which develops recommendations for the G20 leaders. In 2023, the Indian B20 Presidency focuses on the development of responsible, dynamic, innovative, sustainable and fair business (Responsible, Accelerated, Innovative, Sustainable and Equitable Businesses, R.A.I.S.E.). What should be effective steps to overcome the current challenges and contradictions in the global economy? What should be the basis for cooperation between the state and business in overcoming existing gaps and ensuring sustainable development? What should be the purposes and objectives of improving the effectiveness of the system of international multilateral cooperation?

Alexander N. Shokhin was born 25 December, 1951.
Graduated from the Moscow State University in 1974.
Doctor of Economics, Professor.
Twice, in 1991-1994 and in 1998, Mr. Shokhin held the post of Deputy Prime Minister of the Russian Federation.
In 1991-1994 he also held positions of Minister of Labor, Minister of Economics, Chairman of the Russian Agency for International Cooperation and Development.
From 1994 to 2002 – Deputy of the State Duma, with the posts of First Vice Chairman of the State Duma, leader of the Duma party bloc 'Our Home is Russia', Head of the Duma Committee on Credit Institutions and Capital Markets.
Since 1995 - President of the National Research University – Higher School of Economics.
From 2002 to 2006 – Chairman of the Supervisory Board of the Investment Group "Renaissance Capital".
From 2005 to 2009 – member of the RF Public Chamber.
Since 2005 – President of the Russian Union of Industrialists and Entrepreneurs. Mr. Shokhin is a member of several deliberative bodies under the Russian President and Government. He is also an independent director on the Boards of several companies, including ALROSA, Russian Railways, TMK and others.

Andrey Bugrov

Andrei Bougrov is a Deputy Chairman of the Board of Directors of MMC Norilsk Nickel and Member of its Management Board. He also served as Chairman and Member of the Board of Directors of MMC Norilsk Nickel and was Senior Managing Director of Interros Holding Company. Prior to that in 1993-2002 Mr. Bougrov was Russia’s Principal Resident Representative and Executive Director at the World Bank. Before joining the World Bank Mr. Bougrov was a senior staff member of the European Bank for Reconstruction and Development in London.
He received a BA and a Master’s Degree with first class honors from the Moscow State Institute for International Relations, completed post-graduate studies and received a Ph.D. in economics.

Born 9 December 1964 in Korostyshev, Zhitomir Region, Ukraine.

1986: Graduated from the Moscow Timiryazev Agricultural Academy with a degree in Economic Cybernetics. PHD in Economics.

1986–1993: Senior laboratory technician at the Economic Cybernetics Department, junior research fellow, research fellow, senior research fellow at the laboratory for economic mechanism improvement at the Moscow Timiryazev Agricultural Academy.

1993–1998: Chief specialist, deputy head of the International Cooperation Department of the Russian State Committee on Land Resources and Land Management.

April–July 1998: Head of the Department of State Registration of Real Estate Rights at the Russian State Land Committee.

July–December 1998: Head of the Information and Analysis Department at the Russian Ministry of Land Policy, Construction, Housing and Utilities.

Biography:
Since the Russian BRICS Chairmanship in 2015, Dr. Panova is Co-Chair for the Civil BRICS process initiated by the Russian civil society; Co-Founder of BRICS Civil Forum and BRICS Academic Forum; member of the BRICS Think Tank Council.
In 2016 – 2017, she was the Dean of the Institute of Oriental Studies - School of Regional and International Studies of FEFU. Prior to that, she occupied the position of the Associate Professor and Deputy Head of the Department of International Relations and Foreign Policy at the Moscow State Institute of International Relations (MGIMO-University, MFA of Russia).
In 2003 - 2014, she served as the Regional Director for Russia of the G8 Research Group based at the University of Toronto, Canada. She was member of the National Working Group of the Advisory Council of the Civil G8 project, led by Ella A. Pamfilova in 2005-2007; part of the Common European Security project initiated by High Commissioner J. Solana in 2009.

Research interests:
Dr. Panova holds a PhD in history of international relations from MGIMO-University. Her research focuses on the club governance (G8/G7, G20, BRICS), new technologies and internet governance, sustainable development, global governance.
She publishes in a variety of national and international journals. She was visiting fellow (and now life member) at University of Cambridge, London School of Economics and Political Sciences, BRICS Policy Center, PUC-Rio. Dr. Panova is also an alumna of the Asian Forum on Global Governance organized by ORF, India and Bucerius School/Zeit Stiftung, Germany.
She is member of the governing board of the Russian International Studies Association (RISA), expert of the Russian International Affairs Council (RIAC) and member of the CyberBRICS Advisory Board.

Community activities:
Since 2015, Dr. Panova serves as the Russian Women 20 (W20) Sherpa. In 2018 – 2022, she served as the Head of the Primorsky Region Branch of the Women’s Union of Russia.

Mikhail Khardikov

Head of Energy Business, En+ Group; General Director, Eurosibenergo

Mikhail Khardikov joined the Company’s EuroSibEnergo subsidiary in November 2010 as Investor Relations Director and then served as Corporate Finance Director in 2012-2014. In July 2014, he was appointed Chief Financial Officer of EuroSibEnergo and in November 2018 he was appointed Chief Executive Officer of EuroSibEnergo.
Mr Khardikov, PhD, graduated in Management from the Tomsk State University in 2003, then, in 2007, completed a career broadening program of Strategic Management at the Russian Presidential Academy of National Economy and Public Administration.

Sergey Cheremin

Minister, Government of Moscow; Head of the Department for External Economic and International Relations of Moscow; Chairman of the Board, Business Council for Cooperation with India

Born July 5th , 1963 in Kislovodsk.
In 1989 graduated with honors from the Moscow State Institute of International Relations with a specialization in international journalism and completed his postgraduate course at Moscow State University specializing in global economic issues.
In 1992, he was an intern at the New York Institute under the Investments and International Accounts Program and in 1993 joined a course for banking specialists at Fairfield University (USA).
From 1991 to 2003 Mr. Cheremin headed various banks.
In 2004, he was appointed CEO of Moscow Bank of Reconstruction and Development (MBRD).
From 2005 to 2009 he acted as the Chairman of the Board of MBRD, he also served as Senior Vice President and Head of External Relations of JSFC Sistema.
From 2009 to 2010 — Deputy Chairman of the Board of JSFC Sistema.
From 2009— Chairman of the Board of Business Council for Cooperation with India, member of the Russian-Indian Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation.
November 8th 2010, Mr.Cheremin was appointed Minister of the Moscow City Government, Head of the Moscow City Department for External Economic and International Relations.
In 2015 was appointed Deputy Chairman of the Russian-Indian Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation.

Robert Agee

President, Chief Executive Officer, American Chamber of Commerce in Russia

Robert Agee, President and CEO of the American Chamber of Commerce in Russia, comes to this role with substantial proven experience in the Russian market. Robert has a track record of more than 30 years of innovative leadership in the technology sector, and he has also worked with a number of small and medium-sized businesses.

Robert has played a key role in Cisco’s success in Russia. Leading the company in 1997-2009, he established Cisco as a key player in Russia and in the ICT industry. Prior to joining Cisco, Robert was the General Manager of Xerox Corporation for the CIS from 1991 to 1996. Robert was a Senior Vice President and Adviser to RTEC, Russia's first company specializing in the manufacturing and development of world-class trusted telecommunications equipment. In addition to his work at RTEC, Robert also served on the boards of MobileAccess (USA), Le Pain Quotidien Russia and H2oil Russia.

Robert is well-acquainted with AmCham Russia and has already taken an active part in its operations: he was twice elected as a member of the AmCham Board of Directors and has served on its Executive Committee. In 2004, he received the Darin Russian National Award of the Russian academy of business and entrepreneurship for his contribution to the international development and integration.
