Since 2014, the St. Petersburg International Economic Forum has served as the esteemed platform for showcasing the outcomes of the National Rating of the Investment Climate across the Russian Federation's constituent entities. Throughout its tenure, the National Rating has demonstrated its efficacy in assessing the endeavours of government authorities at every echelon to enhance the entrepreneurial milieu, while its findings fuel competition in the pursuit of investment opportunities at the regional scale. Which regions have exhibited notable dynamism in the rating? What is the key to the sustained performance of those regions that have maintained their positions in the ranking for five consecutive years? How does the business community actively engage in the activities of territorial project teams?

1981: Graduated with honours from the Lomonosov Moscow State University, Department of Economics.
DSc (Economics).

Experience:
1981-1986: Intern researcher, junior researcher at the Central Economic Mathematical Institute at the USSR Academy of Sciences, man-machine system modelling laboratory.
1986-2006: Junior researcher, researcher, senior researcher, laboratory head at the Institute of Economics and Scientific and Technical Progress Forecasts at the USSR Academy of Sciences (later Institute of National Economy Prognostication at the Russian Academy of Sciences).
2000-2006: General director, Centre for Macroeconomic Analyses and Short-Term Prognostication.
2000-2006: External adviser to the Prime Minister.
2006-2008: Deputy Minister of Economic Development and Trade, Deputy Minister of Economic Development.
2008-May 2012: Director, Government Department of Economy and Finance.
May 21, 2012: Appointed Minister of Economic Development by Presidential Executive Order.

Svetlana Chupsheva

Svetlana Chupsheva was born in Prague. In 2001 she graduated from Samara State Academy of Economics with Honors.Commencing from 2000 Svetlana Chupsheva worked at the Central Department of the Bank of Russia for Samara Region, then at the Government of Samara Region.From 2004 she held position of the Director General of the Rating Agency of the Government of Samara Region, and was the head of the State Institution Agency for Economic Development of Samara Region.From 2009 – adviser to the Deputy Chairmen of the Government of Samara Region – Ministry of Economic Development, Investment and Trade of Samara Region, then adviser to the Chairman of the Board of the CB Regional Credit, LLC.From 2011 – corporate director of the Agency for Strategic Initiatives (ASI). On August 10, 2015 she was appointed as the line director of the Social Projects of the ASI.From 2017 – Director General of the Agency for Strategic Initiatives.She is awarded with the Certificate of Merit issued by the President of the Russian Federation, she has the certificate of acknowledgement issued by the President of the Russian Federation and the certificate of acknowledgement issued by the Mayor of Moscow.She brings up four children.

Alexander Kalinin

Born on November 4, 1966 in the city of Chelyabinsk.
In 1989 graduated with honors from the Chelyabinsk Polytechnic Institute, specialization in robototronics, diploma qualification in electrical engineering.
From 1989 to 1991 has undertaken postgraduate training program at the Department of Engineering Economics of the Chelyabinsk Polytechnic Institute.
In 1991 founded a wholesale and retail company engaged in export and import operations. Fluent in spoken English.
In 1995-1998 has graduated from the Ural Academy of Public Administration with a degree in law.
In 1998 invested in the creation of a manufacturing company. The company designs and manufactures motor control centers, co-author of an invention patent.
In 2002 became a founding member of All-Russian Non-Governmental Organization of Small and Medium Business “OPORA RUSSIA”.
In 2005 was elected Chairman of the Chelyabinsk regional office of “OPORA RUSSIA”.
In 2007 was elected to the Board of “OPORA RUSSIA”.
In 2012 was elected first Vice-President of “OPORA RUSSIA” on energy, infrastructure and cluster policy.
Since 2013 – member of the Government Commission on Electric Power Development.
In 2013 was elected Co-Chairman of the Staff of the Chelyabinsk regional branch of the All-Russian Public Movement “People's Front” for Russia!”
Since 2014 – member of the Board of Directors of JSC “ROSSETI” (June 2014), member of the Board of Directors of RAO “UES” (August 2014).

Sergey Katyrin

President, Chamber of Commerce and Industry of the Russian Federation

Born on October 2, 1954 in Moscow. Graduated from the Moscow Car and Road Construction Institute and the International Business School of the Moscow State Institute of International Relations (MGIMO). Took an active part in establishing and developing the Chamber of Commerce and Industry of the Russian Federation, which held its founding Congress on October 19, 1991. At the 7th congress in March 2016, he was elected President of the Chamber of Commerce and Industry of the Russian Federation for a second term. The range of Sergei Katyrin's activities as President of CCI Russia includes effective coordination within the national network of chambers of commerce and industry of Russia, which incorporates territorial chambers of commerce and industry, associations and business unions. Establishment of productive cooperation with legislative assemblies and executive authorities at both national and regional levels constitutes yet another area of his daily concern. Sergei Katyrin represents Russia's Chamber of Commerce and Industry in major business unions where he is among the board members.
He is a member of the working group for joint anti-corruption measures of representatives of the business community and government authorities under the Presidium of the Presidential Council for Counteracting Corruption and takes part in meetings of the Presidium of the Presidential Council for Counteracting Corruption. He sits on the government's Commission for Development of Small and Medium-sized Businesses and is a member of the Public Council for Development of Small and Medium-sized Businesses, which works under the Chairman of the Federation Council of the Russian Federal Assembly. At the same time, Sergei Katyrin fulfils functions related to the international activities of the Chamber of Commerce and Industry, being Chairman of the Russian chapter of the BRICS Business Council and Chairman of the Russian National Branch of the Shanghai Cooperation Organization Business Council. In addition, he is a member of the Committee of the Chief Executives of CIS Chambers of Commerce and Industry. During the term of Sergei Katyrin’s presidency, the Russian Chamber of Commerce and Industry signed the Anti-Corruption Charter of Russian Business.

Alexander Shokhin

Alexander N. Shokhin was born 25 December, 1951.
Graduated from the Moscow State University in 1974.
Doctor of Economics, Professor.
Twice, in 1991-1994 and in 1998, Mr. Shokhin held the post of Deputy Prime Minister of the Russian Federation.
In 1991-1994 he also held positions of Minister of Labor, Minister of Economics, Chairman of the Russian Agency for International Cooperation and Development.
From 1994 to 2002 – Deputy of the State Duma, with the posts of First Vice Chairman of the State Duma, leader of the Duma party bloc 'Our Home is Russia', Head of the Duma Committee on Credit Institutions and Capital Markets.
Since 1995 - President of the National Research University – Higher School of Economics.
From 2002 to 2006 – Chairman of the Supervisory Board of the Investment Group "Renaissance Capital".
From 2005 to 2009 – member of the RF Public Chamber.
Since 2005 – President of the Russian Union of Industrialists and Entrepreneurs. Mr. Shokhin is a member of several deliberative bodies under the Russian President and Government. He is also an independent director on the Boards of several companies, including ALROSA, Russian Railways, TMK and others.
