In spring 2022, economic growth rates in Russia were expected to decline to 11% per year due to the impact of negative factors, including sanctions, the withdrawal of foreign players from the market, the curtailment of projects by Russian businesses, and economic turbulence. Information security risks had sharply increased and the number of cyberattacks was up as the information security products and services of many foreign vendors were discontinued. However, this negative scenario never materialized. Data shows that the Russian Internet economy grew by 24% in 2022 compared with 2021 and could reach almost RUB 12 trillion. Compared with previous years, the growth rate is down by almost 50% (it was +41% year-on-year in 2020 and +42% in 2021). The industry is expanding, but that’s not enough. Russia’s digital economy continues to function amidst high risks and uncertainty. Technological transformation, including the construction of a complex information security system, has been uneven in different industries. In addition, small and medium-sized enterprises are lagging far behind market leaders in terms of their expertise. How will the digital industry evolve going forward in these conditions? What barriers await us and how can they be overcome? What kind of support measures does the industry need and how can we ensure the security of critical infrastructure and data protection? What information security threats do Russian companies face now and which ones might they encounter in the near future? How can we protect ourselves from these threats? How can we ensure the transition from import substitution to technological leadership and the dynamic development of exports?

Anna Serebryanikova

Deputy CEO for digital projects and government relations of USM Management LLC; member of the Board of Directors of PJSC MegaFon; president of Big Data Association; head of working group Data Infrastructure of the Autonomous Non-commercial Organization Data Economy.
Since 2018 Anna Serebryanikova has been a member of the Board of Directors of MegaFon as USM Holding representative. Prior to this, she served as Chief Operating Officer of MegaFon. Due to her management, MegaFon has the most developed infrastructure in 5G, Big Data, and IoT.
A recognized expert in the telecommunications field, and in the digitalization of business and the economy, she is a regular speaker on major industry forums and conferences, and has numerous published articles. As head of a working group in Data Economy, Anna leads a collaboration of business and government representatives in the implementation of the data program of the Russian Government.
Anna serves on the Board of Directors of the Non-commercial Partnership GLONASS, the Board of Directors of the Russian Media Communication Union, the billing company Peter-Service, and the Board of Trustees of Polytechnic Museum. In addition, she is the co-chair of the Committee on the Data Economy in the Russian Union of Industrialists and Entrepreneurs, and is a member of the Expert Council in the State Duma Committee on Information Policy and IT.
From 1998 till 2004, Anna worked for the Foundation for Enterprises Restructuring in the Russian Ministry of Finance. She graduated with honors from the Law School of Moscow State University and received a Master’s Degree from the University of Manchester (Great Britain).

Was born in 1979 in Mirny, Arkhangelsk Region. In 1996, he graduated from the Specialized Educational Scientific Centre at Novosibirsk State University. Then studied at the Zhukovsky Air Force Engineering Academy under the program of training engineers in high-tech areas. He graduated in 2001, received a diploma with honors and a gold medal.
Dmitry Dyrmovsky has been working at Speech Technology Center since 2004. In 2007, he was appointed the head of the company’s Moscow branch. Since 2013, he is Chief Executive Officer of the Speech Technology Center. In 2014, he graduated from the Executive course at the IMD Business School (Switzerland).

Grigory heads up the centre for software development which today has a staff of over 300 programming engineers. The main software consists of Java, the C/C++ compiler family, virtualisation, tools for developers and the like. It has been under his guidance that the High Technology Centre has implemented a number of successful projects: the JavaOne developer conference was organised, Russia’s largest; a centre of excellence for software products, platforms and technology was created and is greatly in demand among clients and partners of Oracle; extensive co-operation with St. Petersburg State University allows the Faculty of Physics to take an active part in the Large Hadron Collider project.
Before joining Oracle (Sun Microsystems until 2010), in 2002–2004, Grigory was project head at the Russian company Elbrus, which he came to from the Research Institute of Mathematics, where he held the position of scientific associate.
Grigory graduated from the Physical Faculty of St. Petersburg State University in 1998.

Mr. Matveev graduated from Minsk Radio Engineering Institute in 1993 as a software engineer. He authored a number of patents in unstructured information processing. At different stages of his career, he headed IT companies with 30 to 500 employees. In 1995, he founded his own company. He is currently Chairman of the Board of Directors at SearchInform.
He is a speaker at IS events and founder of the annual SearchInform Road Show, a series of educational conferences for IS professionals.

Before joining ZYFRA, Pavel worked as Executive Vice President of MAYKOR (Top?100 Global Outsourcing IAOP) and was responsible for promotion and provision of outsourcing services in all sectors of the Russian economy.
