Today, the global community is confronted with new challenges and is undergoing a transition towards a new format of global interaction. In order to maintain its status as a leading world power, Russia must have a clear vision for its future and define its role in the global community. The Horizon 2040 project brings together the efforts of 130 leading Russian experts across various fields including demography, environment and climate, energy, technology, space, healthcare, food, socio-culture, and the economy. The aim is to determine Russia's place on the global stage by the year 2040. By understanding the direction of global and Russian socio-economic trends, it becomes possible to form a coherent vision for the future, developing long-term strategies for growth, and creating concrete action plans. What are the possible scenarios for Russia's agency that could be realized by 2040? How can Russia effectively establish and expand its sphere of influence? What measures can be taken to prevent the fragmentation of Russia and foster the development of a cohesive macro-region within its borders?

Andrey Bezrukov

Andrey Bezrukov currently serves as Professor at MGIMO - the preeminent Russian school of Foreign Service. He is also an Advisor to the CEO of “Rosneft” – the largest public oil company in terms of reserves and production.
Among his areas of focus are geopolitics, information security, future studies and international corporate strategy, with particular interest in USA and Eurasia.
Prior to working for “Rosneft” Andrey Bezrukov had a career with Russian government and international consulting companies. He has lived and worked in the USA, Canada and France.
Andrey holds a Master of Public Administration degree from Harvard University’s Kennedy School of Government, an MBA from the Ecole Nationale des Ponts et Chaussees in France, a degree in International Economics from Canada and a degree in History from Tomsk University.
Andrey Bezrukov is an author of books and articles on strategy, international relations and future studies. He is a Member of the Presidium of the Council on Foreign and Defense Policy and an expert of the Valdai Club. He regularly appears on the most watched Russian news programs.

Graduated from the Moscow State University of Environmental Engineering. Having many years of experience in research and development in the field of the creative economy and innovative activities, he became a creator and presenter of the programs «Digital Footprint», «Who to be?», «The cult of the capitanality: a new industry» on the radio «Echo of Moscow». Author of the monographs «Creative and innovative spaces: theoretical foundations» (2019) and «Resources and values: breakthrough methodology» (2019). Lecturer at Moscow State University named after M.V. Lomonosov, RANEPA, Gnesin Russian Academy of Music, expert of the Film Institute, member of the scientific committee of the Faculty of Creative Industries of the National Research University Higher School of Economics. Participated in the development of the Interstate Program for Innovative Cooperation of the CIS Member States until 2030 (2020), the Program for International Academic Mobility of Scientists (2021), research and educational projects at the intersection of science, art and the creative economy. The creator of the course «Fundamentals of mnogonomics» at the Faculty of Philosophy of Moscow State University named after M.V. Lomonosov.

Yevgeny Kuznetsov joined RVK in 2009 as Head of the Development and Communications Department. Later appointed Deputy CEO/ Head of Project Office (2014); Deputy CEO/Programme Director (December 2015); Acting CEO (July – December 2016).
2014–2015: supervised the work RVK was doing as part of the National Technology initiative (RVK serves as its project office). Holds the position of the Chairman of the NTI Projects Support Foundation.
2015–2016: head of the group that prepared the National Innovation report drafted for the Government of the Russian Federation.
2006–2009: head of the Fund for Science, Education and Health Care Support together with Simon Kordonsky. Developed a number of state programmes and initiatives for science, hi-tech and health care development. Previously employed at Edelman and the North-West Centre for Strategic Research.
Member of the Expert Council under the Government of the Russian Federation, as well as the General Committee of the Foreign and Defence Policy Council. An expert in technological policy, interaction between innovations and social development, state and corporate innovation development.

Born 29 April 1968. PhD in Economics, presented a thesis on Managing the access of Russian goods to foreign markets in modern conditions.
Prior to appointment as member of Commission had held a position of assistant to the First Deputy of the Chairman of the Government of the Russian Federation.
Veronika Nikishina held management positions in the Ministry of Economic Development of the Russian Federation, including Deputy Director of the Department for Trade Negotiations, Head of the Department of American Countries and the Department for Coordination, Development and Regulation of Foreign Economic Activities.
After 17 years of working for the Ministry of Economic Development, Veronika Nikishina has extensive experience in identifying and eliminating various trade barriers, applying trade protection and veterinary, sanitary and phytosanitary measures, as well as experience in international negotiations.
Currently Veronika Nikishina supervises a number of key areas for the Eurasian Economic Union, such as customs tariff and non-tariff regulation, the establishment of preferential trade regimes with third countries (free trade area), and the application of protective measures by the Eurasian Economic Union.

Pavel Sorokin

First Deputy Minister of Energy of the Russian Federation

During the last 3.5 years Pavel Sorokin worked for Morgan Stanley as the Russian Oil & Gas sector lead and Vice President. In 2014-2015 he was ranked one of the best oil & gas sector analysts in Russia and EMEA in Extel and Institutional Investor. Pavel also used to work at Alfa-bank and Unicredit investment banking divisions and had Senior Accountant experience covering Oil & Gas sector at Ernst & Yong. Pavel headed the Ministry of Energy’s “Energy Research Center” at the Russian Energy Agency which provides in-house research and advice to the Ministry of Energy. From March 2018 he was appointed Deputy Minister of the Russian Federation.

Svetlana Chupsheva was born in Prague. In 2001 she graduated from Samara State Academy of Economics with Honors.Commencing from 2000 Svetlana Chupsheva worked at the Central Department of the Bank of Russia for Samara Region, then at the Government of Samara Region.From 2004 she held position of the Director General of the Rating Agency of the Government of Samara Region, and was the head of the State Institution Agency for Economic Development of Samara Region.From 2009 – adviser to the Deputy Chairmen of the Government of Samara Region – Ministry of Economic Development, Investment and Trade of Samara Region, then adviser to the Chairman of the Board of the CB Regional Credit, LLC.From 2011 – corporate director of the Agency for Strategic Initiatives (ASI). On August 10, 2015 she was appointed as the line director of the Social Projects of the ASI.From 2017 – Director General of the Agency for Strategic Initiatives.She is awarded with the Certificate of Merit issued by the President of the Russian Federation, she has the certificate of acknowledgement issued by the President of the Russian Federation and the certificate of acknowledgement issued by the Mayor of Moscow.She brings up four children.
