The availability of innovative medical technologies is essential for improving the quality of medical care and public health indicators. New geopolitical challenges necessitate the need for innovative drug import substitution to maintain access to quality medical care for our citizens. The development of innovative drug provision requires a significant increase in the volume of domestic production, overcoming the pharmaceutical industry's passive approach to innovative development. This can be achieved by shifting the regulatory policy towards stimulating the growth of innovative portfolios and promoting the introduction of domestic innovative drugs to the market. An important stimulus is the creation of mechanisms to swiftly and effectively integrate innovations into practical healthcare. The effective development of the Russian pharmaceutical industry is impossible without strengthening export potential and building long-term international cooperation in friendly pharmaceutical markets. How can we strike a balance between the interests of regulators and pharmaceutical manufacturers in the realm of innovative development? What tools and measures of state support are necessary to help the advancement of cutting-edge medical technologies? Which innovative products and technologies currently serve as the main drivers of medical progress? How can we prioritize which innovations should receive funding in the first place? What are the current methods for integrating innovations into the healthcare system, and what obstacles exist in this process? How can we enhance the effectiveness of financing for innovations? What steps should be taken to build partnerships in friendly pharmaceutical markets? How can we boost the export of Russian pharmaceutical products and medical devices?

Born in Moscow, Russia on 27 November 1968.
Ignatiev holds an MD – diploma with honours from the I.M. Sechenov First Moscow State Medical University. Expert in clinical pharmacology. Holds a Candidate of Medical Research Degree. Studied at Columbia University College of Physicians and Surgeons (New York, USA). Holds MBA degrees from Moscow International Higher Business School MIRBIS and London Guildhall University (now part of the London Metropolitan University).
For 7 years Ignatiev worked in the Russian branch of the international pharmaceutical company Bristol-Myers Squibb in the positions of Product Manager, Franchise Manager, Marketing Director.
For 5 years Ignatiev served in the Russian branch of the international pharmaceutical company AstraZeneca in the leading positions of Marketing Director and Sales Director.
In 2008, Ignatiev was appointed Director for Business Development in CJSC R-Pharm, a Russian pharmaceutical company. And now he is the Chief Executive Officer.
In 2018 Ignatiev was elected to become Vice Chair of the Board of the Association of International Pharmaceutical Manufacturers.

Professional activity
For a long time Mr. Shipkov has worked in the different governmental institutions. He has a deep knowledge and understanding of governmental functioning, as well as a wide range of contacts that contribute to the execution of the assigned duties in AIPM. His career of the government em-ployee includes, among other, the functions of the Director of Pharmaceutical Inspection of the Ministry of Healthcare of the Russian Federation, Deputy Director of the Federal Service of Intel-lectual Property, Patents and Trademarks (Russian Agency for Patents and Trademarks). Mr. Ship-kov also has working experience in the State Duma of the Russian Federation, State Customs Committee of the Russian Federation, banking sector. He served on actual military service.
Since 2007 he is heading of the Association of International Pharmaceutical Manufacturers.

In 2012, Vadim Kukava was offered the position of Executive Director of the Association of leading global innovative pharmaceutical companies, InPharma. During this time, the Association has become a key player in the Russian pharmaceutical market, collaborating with government bodies to develop balanced regulations of the industry for the benefit of Russian patents.
From 2006 to 2012, Vadim worked in leading international companies that produce consumer goods, in positions connected to public/GR relations and policy affairs. During this time, Vadim participated in discussions on key legislation in the sphere of regulating the tobacco and medical industries, collaborated with representatives of the Russian and European scientific communities, and played an active role in the work of industrial associations, including on the Board. In addition, Vadim was responsible for creating and developing a division for public and regulatory affairs.
From 2004 to 2006, he worked as a consultant at the Federal Agency for State Property Administration (Rosimuschestvo). Vadim was responsible for implementing the full range of powers of ownership related to property within the forestry and chemical industry owned by the Russian Federation.
In 2003, he graduated from the Faculty of Law of the International University in Moscow.
