Preserving national health is a comprehensive concept that encompasses the overall standard of living of the population, behavioural characteristics that enable the preservation and promotion of health, as well as conditions that contribute to the prevention of health disorders while maintaining an optimal quality of life. Health preservation primarily involves providing opportunities for preventing and modifying risk factors for disease development. On an individual level, it implies making choices regarding activities and lifestyles that promote health preservation and enhancement. At the state level, it involves implementing intelligent and effective solutions to create conditions that reduce harm to health, including access to evidence-based information. Chronic noncommunicable diseases (CNCDs) account for up to 71% of all global deaths, with approximately 15 million deaths worldwide attributed to CNCDs. Every two seconds, one person between the ages of 30 and 70 dies from a CNCD. All noncommunicable diseases develop due to the same types of risk factors, which in turn are classified as modifiable and unmodifiable. Unmodifiable ones include gender, age and genetic predisposition, while modifiable factors, such as high body mass index, high blood pressure, low fruit and vegetable intake, lack of physical activity, and tobacco and alcohol use, can be successfully addressed throughout an individual's life. Efforts at the state level to educate citizens about modifying these key risk factors could save millions of lives among the Russian population. Is it possible to eliminate all health risk factors? Why is there a growing popularity of systematic risk modification within the medical community? What regulatory solutions are necessary for this?
