The success of Russia’s strategy to care for its citizens depends on how united society is in its commitment to traditional values. Today, the realities of modern life are attempting to distort the most basic spiritual and moral paradigms. The information environment has become engulfed with dangerous trends that are spontaneous, uncontrolled, and often propagated by the Western-oriented content of new media, which is consumed by children and young adults. Urbanization processes are impacting demographic processes and causing crises in families, such as declining birth rates, same-sex marriages, and more. Women play the key role in educating society about spiritual and moral traditions, because all fundamental values from childhood originate from a full-fledged family represented by several generations, which itself is a core value in the historical traditions of Russia. How should we create positive images of a large happy family? What institutions should take on the role of educating society about the tradition of honouring spiritual and moral values? What support measures can bring women together and promote their active involvement in the agenda of developing moral security?

Since 2018, she has served as the Head of Healthcare at the Roscongress Foundation and is the creator of the Healthy Life project, which has become the primary platform for healthcare discussions at key business events, including the St. Petersburg International Economic Forum, the Eastern Economic Forum, and others. Over the years, the Healthy Life project has evolved into a multidisciplinary platform for national and international cooperation between government authorities and expert communities to collaboratively explore practical proposals for addressing critical healthcare issues. The Healthy Life Forum is held annually (in 2023, it was conducted as a summit of health ministers from CIS countries).
Since 2021, she has been managing the leading industry event, ‘Ensuring Drug Security’ Russian Pharmaceutical Forum, within the framework of the St. Petersburg International Economic Forum.
In 2021, she launched the Women for a Healthy Society project with the goal of uniting women who are involved in social projects within the health sector. This initiative is being carried out with the support of the Council of the Eurasian Women's Forum. The Women for a Healthy Society project is primarily focused on strengthening the values of health and the institution of the family in the Russian Federation. It aims to support initiatives led by women in the social sphere, which promote healthy lifestyles, provide assistance to motherhood and childhood, and offer support to the older generation.
In 2020, she received a letter of thanks from the President of the Russian Federation for her active participation in the preparation and organization of the Russia–Africa Summit and Economic Forum in 2019.
Also in 2020, she received a letter of thanks from the President of the Russian Federation for her selfless contribution to the Russian nationwide aid campaign We Are Together. This campaign aimed to provide social support to citizens during the COVID-19 epidemic in the Russian Federation.
In 2021, she received a letter of thanks from the Chairman of the Federation Council of the Federal Assembly of the Russian Federation for her great contribution to the preparation and organization of the Third Eurasian Women's Forum.
In 2022, she was awarded the Certificate of Honour of the Public Chamber of the Russian Federation for her outstanding contribution to healthcare and active citizenship.
In 2023, she received a letter of thanks from the Chairman of the Federation Council of the Federal Assembly of the Russian Federation for her contribution to the development of the Eurasian Women's Forum projects.
Also in 2023, she received a Commendation from the President of the Russian Federation for her contribution to the preparation and organization of the 25th St. Petersburg International Economic Forum.

Alexander Zharov

Alexander Zharov was born on August 11, 1964 in Chelyabinsk, Russia. In 1987 he graduated from Chelyabinsk State Medical University, and worked in his specialty area from 1987 through 1996. From 1998 to 1999, he served as advisor to the Chairman of the Board of RIA Vesti. From 1999 to 2004, he was the press-secretary of the Ministry of Health of the Russian Federation.
In January 2004 he defended his thesis, titled “Promotion of a healthy lifestyle”. From 2004 to 2006, he was the assistant and later press-secretary to Prime Minister Mikhail Fradkov. In 2006 he graduated from the law faculty of the Russian Presidential Academy of National Economy and Public Administration. From 2006 to 2007, he worked as the deputy general manager of the All-Russia State Television and Radio Broadcasting Company (VGTRK). From 2007 to 2008, he was the director of the press service, information and protocol department in the Russian Government. In 2008, he was appointed deputy minister of the Ministry of Communications and Mass Media of the Russian Federation. On May 3, 2012, by decree of Prime Minister Vladimir Putin No. 702-p Alexander Zharov was appointed head of the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor). As of March 24, 2020, he is the CEO of Gazprom-Media Holding. Acting State Advisor of the Russian Federation, 1st Class. Awarded the Order of Honour, the Order “For Merit to the Fatherland” IV degree, and the Order of Alexander Nevsky. He is proficient in English and French. Married, has six children.

Mr. Rybalchenko is General Director of the Institute for Research and Community Expert Evaluation, head of the working group for social policy under the Russian Government Expert Board, member of the Community Council at the Russian Ministry of Labour and Social Protection, as well as the Russian Public Labour Board. He graduated from the Bauman Moscow State Technical School (1987) and from the postgraduate course of the National Research Institute Higher School of Economics (2010), Candidate of Economics.
1992 to 2006: worked in local government bodies and, since 2006, has been active in public and research work as an expert in strategic planning, family and demographic policy. He has authored 25 scholarly articles, including 4 monographs. The Institute for Research and Community Expert Evaluation serves as an umbrella for leading experts in family and demographic policies, performing expert evaluation of the regulatory impact of the legislation and managerial decisions.
