Despite having become a global factor in destabilizing world economic relations, the pandemic has brought about new relations, many of which promise to grow into new forms of economic cooperation. Russia has proven to be a trusted partner of Latin America in the fight against COVID-19: 13 countries in the region have approved the use of Sputnik V and its derivatives, and several of them have already started manufacturing the Russian vaccine themselves. What opportunities for cooperation between Russia and countries of Latin America open up in the midst of Sputnik V’s success in the region? What joint projects in other areas have demonstrated stability and growth during the pandemic? What should investment flows, as well as pooling of experience and technologies focus on, so that the aftermath of the pandemic may be overcome sooner?

Born 24 July 1972 in Havana (Cuba).
Graduated from MGIMO MID RF (1995, Moscow), the Montevideo Institute of Foreign Languages (1991, Uruguay), and finished BBC courses (1995, London).

1990–1993: Komsomolskaya Pravda. Trainee, scholarship holder, correspondent-intern in the department of science and education.
1993–1995: Moscow News. International department special correspondent. In parallel, Moscow correspondent of the Uruguay El Observador Económico and the Argentinian La Razón, as well as Russian State Duma Latin America expert.

One of the main spheres of his professional activity is interviewing heads of state. In particular, in Latin America: Chavez (Venezuela), Ortega (Nicaragua), Correa (Ecuador), Morales (Bolivia), Sanguinetti (Uruguay), Bachelet (Chile) and so on.
By order of the Russian President, awarded the Order of Friendship, the medals 300th Anniversary of St. Petersburg and 1000th Anniversary of Kazan (2005). Was the finalist and winner of the TEFI awards many times.

Martín Guzmán was born in La Plata on October 12th, 1982.

He graduated as a Doctor in Economics (PhD. in Economics) from Brown University, United States. Prior to his doctoral studies, he obtained a Bachelor's degree in Economics and a Master's degree in Economics from Universidad Nacional de La Plata (National University of La Plata), Argentina.

He is a researcher at the Columbia University School of Business, and Director of the Public Debt Restructuring Program of the Policy Dialogue Initiative of the same School. Together with Nobel laureate Joseph Stiglitz, he has conducted the academic training program of the Columbia University Initiative for Policy Dialogue.

He is an associate professor at Facultad de Ciencias Económicas de la Universidad de Buenos Aires (Faculty of Economic Sciences of the University of Buenos Aires). As of December 2019, he has become tenured lecturer at Facultad de Ciencias Económicas de la Universidad de La Plata (Faculty of Economic Sciences of the National University of La Plata).

He is editor in chief of the Journal of Globalization and Development and has published numerous academic articles in specialized journals and books.

Sergey Dankvert

Sergey Dankvert is a Russian statesman, Head of the Federal Service for Veterinary and Phytosanitary Surveillance, Member of the State Border Commission under the Russian Government, Government Commission on Agro-Industrial Sector, as well as the Commission of the Russian Government for Development of Fisheries. He is a Class I Active State Advisor.Mr Dankvert has been awarded the title “Honoured Worker of Russian Agriculture”, the order For Merits to the Fatherland IV class, the order of Honour, the medal For Distinguished Labour, the gold medal of the Russian Ministry of Agriculture “For Contribution to the Development of the Agro-Industrial Complex of Russia”, and the medal “For Contribution to Establishment of the Eurasian Economic Union” of the second degree.

Martha Delgado Peralta

Martha Delgado graduated from Intercontinental University specializing in pedagogy and completed LEAD programme of in-depth studies of sustainable development and environment at the Mexican college. Currently, she is studying environmental policy and international development at Harvard University.
She acted as advisor to the Presidency of the National Institute of Ecology from 1993 to 1998. From 1998 to 2003, she was President of the NGO Mexican Citizens Presence (Presencia Ciudadana Mexicana) and Union of Environmental Groups (Unión de Grupos Ambientalistas).
From 2003 to 2006, she was elected Independent Deputy in the Legislative Assembly of Mexico City, where she created and chaired the Water Management Commission.
In 2006–2012, Martha Delgado was Minister of the Environment of Mexico City, where she led different environmental programmes, such as ECOBICI, the first bike sharing system in America.
At the international level, Martha was Deputy Head of the World Water Council; President of Network of Environmental Management Authorities in Cities in Latin America and the Caribbean (2009–2010); and Vice-President of ICLEI – Local Governments for Sustainability (2009–2014). She is a member of the UNESCO Advisory Committee of Experts on Water and Human Settlements. In May 2018, she was elected as President of the first session of the UN-Habitat Assembly.
Since 1 December 2018, she has been Deputy Minister for Multilateral Affairs and Human Rights at the Ministry of Foreign Affairs.

Fernando De Castro Marques

Mr. Fernando Marques started his career in 1971 in his family's pharmaceutical industry. In 1979, at the age of 25, he became President of the Company, positioning him as one of the main current players in the market. With extensive knowledge in production, he redesigned the drug outsourcing business in Brazil, with the acquisition of the industrial units on Brazil , as a Novartis, Pfizer/Zoetis and Bayer, becoming one of the leading global suppliers of these and another’s companies. Recently, he acquired a biotechnology complex in USA, that produces recombinant bovine somatotropin, making União Química the world leader in production in this segment. With its 9 factories in Brazil and 1 factory in the USA, the União Química is a leader throughout in industrial infrastructure for the human and animal health and the largest Biotechnology Park in Latin America. In a country with continental dimensions such as Brazil, Fernando Marques was the pioneer in own logistics for the medicines distribution. In 2020, the União Química signed partnership with Russian Development Investment Found and Gamaleya Institute for the production of the SPUTINIK V vaccine, for the Latin America markets. União Química has already produced the commercial batches , including Active Pharmaceutical Ingredient - API. Fernando Marques, one of the founders of the pharmaceutical industry in Brazil , currently is the President of Brazilian pharmaceutical industries association.

Ha sido Concejal, Diputado, Representante a la Cámara, Superintendente de Telecomunicaciones y Senador de la República de Colombia.
Ha participado como conferencista en eventos nacionales e internacionales en temas de telecomunicaciones, TIC, energía, infraestructura, comercio, transporte, educación, servicios públicos, ambientales y otros.
El 11 de enero de 2019 fue elegido por los gobiernos de Bolivia, Colombia, Ecuador y Perú como Secretario General de la Comunidad Andina, por un periodo de 5 años.

Thibault Peters-Desteract

Thibault Desteract is Executive Vice President at TMH International since February 1st, 2021. He is member of the Executive Committee of the company and leads the Management Board. As Chief Development Officer, Thibault coordinates the global commercial activities and supports the local management of TMH railway industrial and service ventures in Latin America, Africa, Central Europe, CIS, and Middle East. Since 1st March 2019, he is also Chairman of the Board of TMH Argentina.
Thibault was one of the founders of TMH International back in 2018. He joined TMH Group in Russia in January 2017 as Vice President for International Development and Managing Director of Transmash East Train Trading Company in the Middle East.
Previously, Thibault worked twenty years at Alstom, where he held senior management positions. In 2015/16, he was Chief Sales Officer of the Group after being International Senior Vice President, heading successively the Africa&Middle East, Latin America, Europe and finally CIS Regions.
Thibault is an Agricultural Engineer (Angers, France) with an MSc in Economics (Reading, UK) and started his career in the French diplomacy where he served as Trade Commissioner successively in Kuwait, Egypt and Chile.
Thibault was born in 1964. He is married and has three sons.

Sergey Pronin was appointed Deputy CEO for Sales and Marketing in March 2017. Prior to that, he had worked as CEO of LLC PhosAgro-Region since 2012. From 2011, he served as deputy CEO for external relations and information policy and First Deputy CEO CJSC at the management company CJSC PhosAgro AG. Previously, he served as director for external and corporate relations having been appointed to the position in 2010. Between 2002 and 2010 he was deputy CEO of CJSC PhosAgro and CEO of LLC PhosAgro-Region. During this period he was also head of domestic and CIS mineral fertilizer sales at CJSC PhosAgro AG. From 1997 to 2002 he held various senior managerial positions at Voskresensk Mineral Fertilizers and Ammophos. Pronin graduated from the Moscow Kuybyshev Construction Engineering University with a degree in industrial and civil engineering.
Has been awarded the Medal In Commemoration of the 850th Anniversary of Moscow, the Zhukov Medal, gold and silver medal “For Contributions to the Development of the Agro-Industrial Complex of Russia”. Prize-Winner of the Peter Stolypin National Prize and Prize-Winner of the Highest Russian Public Award of the Russian Federation in the area of foodstuffs production “For the Abundance and Prosperity of Russia”.
