Information about the location of objects is at the heart of all information processes in public administration, interaction between the government and citizens, business processes, and economic activities. Today, spatial data helps to solve problems that are vital for society, contribute to the development of the economy, and enhance the investment potential of territories. The accelerated pace of digitalization and the repositioning of the economy in the current conditions are forcing the government to make significant changes in the production, storage, and use of spatial data: disparate resources and the manual reconciliation of information should be replaced by integrated management based on new technologies. What anti-crisis opportunities will the consolidation of spatial data create for us? How will digital tools help manage land resources? What effects will the state and business obtain from the creation of a national spatial data system?

Nikita Anisimov was born on February 20, 1978 in Khimki (Moscow region).
In 1998, he graduated from Lomonosov Moscow State University (MSU).
In 2001, he defended his thesis for the degree of Candidate of Physical and Mathematical Sciences (PhD).
From 2002 to 2013, he worked at MSU in the following positions: Leading Specialist, Department Head, Deputy Vice Rector, Deputy Chair of the Central Admissions Committee, Director of the Institute of Retraining and Continuing Education, Vice Rector.
From 2007 to 2009, Nikita Anisimov served as Executive Secretary of the Russian Council of School Olympiads.
From 2013 to 2016, he held positions of Vice Rector for Academic Affairs, First Vice Rector, and Acting Rector at the University of Mechanical Engineering (Moscow).
From August 2016 to June 2021, Nikita Anisimov was Rector of the Far Eastern Federal University.
Starting July 2021, he heads HSE University.

Borko Draskovic

Director, Republic Geodetic Authority of the Republic of Serbia

Borko Drašković is a graduated geodetic engineer since 1990 with Master degree title at the Faculty of Organizational Sciences, University in Belgrade, received in 2018.
From 1998 to 2002, he was director of Serbian Republic Agency for Waste Recycling.
From 2002 to 2013, he was director of a company Geomer group l.l.c. – Company for engineering consulting services and production Belgrade.
From 2013 to 2015, he was Assistant Director and Acting Assistant Director of the Directorate for Waterways, Sector for Technical Maintenance of Waterways within the Ministry of Construction, Transport and Infrastructure.
From 2015 to 2017 he was Acting Director and from 2017 he is Director of the Republic Geodetic Authority, Republic of Serbia.
He is a member of Managing Board of the Serbian Chamber of Engineers since 2019 and President of the Steering Committee and member of the Project Council of the project " Real Estate Management Project in Serbia " which is implemented with the support of the World Bank since 2015.
From 2016 to 2021 he was President of the National Geospatial Data Infrastructure Council.
He is a member of several working groups within the Government of the Republic of Serbia, so as the member of the Serbian Republic Headquarters for Emergency Situations, member of the Council for Stimulating the Development of the Digital Economy, Innovation of High-Tech Entrepreneurship and Digitalization in the business of Business Entities, etc.
He was Participant in the development of the Strategic Framework for Geospatial Data and Disaster Services for the period 2016-2030 within the United Nations Global Geospatial Data Management Initiative (UN-GGIM) in 2016.; Manager of various projects in the field of geospatial data management and land administration at the regional and local level (SPATIAL, IMPULSE, etc.); Co-organizer and host of the 16th General Assembly of "Eurogeographics" held in 2015 in Belgrade, etc.
He received several domestic and international awards among which are: "Nikola Dobrović" award for achieved professional results in the field of urbanism and planning delivered by the Association of Urban Planners of Serbia in 2020 and Certificate of Appreciation for generous contribution to Women, Business and the Law in 2018 - recognition of the World Bank for the promotion of gender equality, etc.

Dmitry Makhonin

Governor of Perm Territory

Dmitry Makhonin was born in a small rural village of Ryabinino in Perm Oblast on 18 October 1982.
In 2004, he graduated from the Law Faculty of Perm State University with a degree in law.
He began his career in 2004 as a specialist of the 1st category of the department of administrative and economic support and work with correspondence of the Office of the Federal Antimonopoly Service (FAS) for Perm Krai.
From April 2008, he was the Deputy Head of the FAS Russia Directorate for Perm Krai. And on 8 June 2009, he was promoted as the Head of the FAS Russia Directorate for the Perm Krai.
On 28 January 2013, Makhonin was appointed head of the FAS Russia's fuel and energy complex control department.
In 2016, Makhonin unsuccessfully ran for the VII convocation of the State Duma for Perm Krai as a representative of the Yabloko party.
On 6 February 2020, Makhonin was appointed as acting Governor of Perm Krai. On 7 October, he assumed the duties of Chairman of the Government of Perm Krai.

Rustam Minnikhanov

President of the Republic of Tatarstan

Rustam Minnikhanov was born on March 1, 1957 in the Novyi Arysh village of the Rybno-Slobodsky District in the Tatar ASSR.He graduated from Kazan Agricultural Institute in 1978 as mechanical engineer and from Correspondence Institute of Soviet Trade (Moscow) as a commodity expert in 1986.
He is a doctor of economic sciences.
1978-1980 - engineer in the Saby District Association of Selkhoztekhnika.
1980-1983 - senior engineer and chief power engineer in the Saby timber industry enterprise.
1983-1985 - deputy chairman of the District Consumer Society Board.
1985-1990 - chairman of the District Consumer Society Board in the Arsk District.
1990-1992 - chairman of the Arsk District Executive Committee.
1992-1993 - first deputy head of the Arsk District Administration.
1993-1996 - head of the Vysokaya Gora District.
1996-1998 - minister of finance of the Republic of Tatarstan.
In 1998, Rustam Minnikhanov was appointed Prime Minister of the Republic of Tatarstan.
From March 25, 2010 - President of the Republic of Tatarstan.
