Russia declares its commitment to the principles of sustainable development, the key of which is responsible attitude towards nature. For a country with the largest natural gas reserves, a developed gas transmission system, its own technological solutions, a supportive gas filling network – and considering the investments allocated for the gasification of regions – natural gas is the most effective solution during the energy transition to green energy resources. Using methane, greenhouse gas emissions are 1.7 times lower than those of diesel fuel and half as low as those of gasoline, considering the entire life cycle of fuels, from production to consumption. The current international environment poses new challenges to the Russian economy associated with the restructuring of production and logistics chains, simplification of regulatory requirements for market participants, production localization of certain components for both natural gas vehicles and refueling infrastructure. What role does methane play in decarbonizing transport and improving urban air quality? What are the key outcomes and development directions for the NGV fuel market in Russia? What measures of state support does the NGV industry rely on? What are the prospects for using natural gas in railway transport and agricultural machinery? Vasily U. Golubev was born on January 30, 1957 in Ermakovskaya village of Tatsinskiy district (Rostov region).
In 1980 he graduated from the department of engineering economics of Moscow Institute of Management named after Sergo Ordzhonikidze.
In 1991 he was appointed and in 1996 was elected the Head of Lenin district of Moscow region.
Since April 1999 he was the Vice-Governor of Moscow region, since March 2000 – the First Deputy Chairman of the Moscow Region Government.
He was in charge of the research and production sector, agriculture, food supplies, housing and utilities infrastructure, fuel, energy and construction sector of Moscow region.
In December 2003 he was elected the Head of Leninskiy district of Moscow region again and reelected for the second term in March 2008.
On May 21, 2010 by the recommendation of the President of the Russian Federation he was empowered to be the Governor of Rostov region.
Due to the expiry of powers, Vasily Golubev had been temporarily appointed as the Governor of Rostov region until the person elected the Governor of Rostov region was empowered to perform these duties on 14 June, 2015.
On 13 September, 2015 he was elected the Governor of Rostov region by residents of Rostov region.
He graduated from Russian Academy of Public Administration under the President of the Russian Federation. He has the following degrees: Cand.Sc.(Law) and Dr.Sc.(Economics).

Born on November 16, 1957 in the village of Bolshiye Klyuchi in the Zelenodolsky District, Tatarstan, Sergey Kogogin began his professional career in 1976 as a milling machine operator at the Kazan Engine Building Plant. He graduated from the Kazan Aviation Technical College in 1977 and received a degree from the Physics Department of the Kazan State University in 1982. Sergey Kogogin worked as a tuning engineer at the Era company in 1982–1985 and as a senior engineer, bureau chief, deputy chief mechanical engineer and chairman of the trade union committee at the Zelenodolsky Machine Engineering Plant from 1985 to 1990. From 1990 to 1994 he managed the Zelenodolsky Machine Engineering Plant and in 1994–1999 was head of the Zelenodolsky District Administration, before being appointed Deputy Prime Minister and Minister of Economy and Industry of the Republic of Tatarstan.
Sergey Kogogin has been a member of the Board of Directors of KAMAZ since June 1999 and General Director of KAMAZ since April 26, 2002.
Since January 2006, he has headed the Association of Russia’s Automakers non-profit partnership as its Chairman of the Board.
Sergey Kogogin has a PhD in Economics and holds numerous government and public awards and honorary titles.

From 1991 to 2005 he held various positions at the Federal Agency for Government Communications and Information under the President of the Russian Federation (FAPSI), from 2005 to 2019 worked in the Federal Guard Service of the Russian Federation (FSO).
He was awarded the second-class Medal of the Order For Merit to the Fatherland (2002) and the first-class Medal of the Order For Merit to the Fatherland (2015). He has received a number of commendations from the President of Russia.
On January 24, 2020, he was appointed the head of the Analytical Center for the Government of the Russian Federation.

Maxim Kalinkin is the Head of Gazprombank Leasing Group responsible for three companies of the Group development: Gazprombank Leasing, which provides leasing services for the large corporate businesses, Gazprombank Autoleasing and CARCADE providing car leasing services for individual entrepreneurs and SMEs.
Maxim has been working in the leasing industry for over 20 years. From 2001 to 2006 he worked at Basic Element Group of Companies, where he rose from the Head of the Legal Department to the position of Deputy General Director and member of the Board of the leasing holding BasEl. From 2006 to 2010 Maxim headed the group of leasing companies of AFK Sistema. Since 2010, he has been working in Gazprombank Leasing group of companies, where he has promoted from an adviser to the CEO to the Head of Gazprombank Leasing Group.

In 2000 Maxim graduated from the International Independent Ecological and Political University with a degree in Jurisprudence and, while being a student, in 1999 began his career in leasing at Moscow Leasing Company. In 2004 he completed occupational retraining at the State Academy of Professional Retraining and Advanced Training for Managers and Investment Specialists under the Finance and Credit program. In 2004 he also graduated from the Russian University of Economics named after G.V. Plekhanov with a degree in General Audit.
