Construction, housing, and communal services are interconnected, and they spur on the development of related industries and the economy as a whole. In order to achieve national goals in the current macroeconomic conditions in place in Russia, various support measures are being implemented to improve housing affordability, comfort, and the quality of the urban environment. How are the construction industry and the housing and utilities sector adapting to the new conditions? What support measures are needed to maintain the current rate of housing construction, ensure economic growth, the development of the housing and utilities sector, and the creation of a comfortable living environment?

Alexander Drozdenko

Governor of Leningrad Region

Born on November 1, 1964 in the Dzhambul Region, Kazakhstan, Alexander Drozdenko graduated from Leningrad Agriculture Institute in 1986 with a degree in the economics and organization of agriculture. He obtained a PhD in Economics in 2007. Between 1988 and 2002, he worked in various positions in the Kingisepp District of the Leningrad Region. In November 2002, Alexander Drozdenko was invited to join the Government of the Leningrad Region and appointed as the Region’s Deputy Governor and Chairman of the Leningrad Region Committee on State Property Management. In May 2012, the Legislative Assembly of the Leningrad Region, on the recommendation of the President of the Russian Federation, elected Drozdenko as Governor of the Leningrad Region. He was inaugurated on May 28, 2012. On May 12, 2015, Russian President Vladimir Putin signed a decree “On the Early Termination of the Powers of the Governor of the Leningrad Region.” Alexander Drozdenko has been appointed acting Governor of the Leningrad Region. At the pre-term gubernatorial elections in Leningrad Oblast that took place on 13 September 2015 Alexander Drozdenko received the majority of votes. On 30 September 2015 Alexander Drozdenko took office as the Governor.

Born on December 8, 1958 in the Krasnodar Territory.
Studied in Leningrad, where he graduated from the River Vocational College, the Water Transport Institute and (by correspondence) the Law Department of Leningrad State University.
Worked as a technician on the vessels of the North-Western River Shipping Line and was chairman of the trade union committee of the River College.
1983-1991: instructor, section head, secretary, chairman of the Kirov regional Council of People's Deputies, head of the region's administration.
1992-1996: Deputy Mayor of St Petersburg, Chairman of the city Committee on Social Issues.
From 1993: President of Football Club Zenit; under his leadership the team moved into the Russian football elite. In 1999, it won the Russia Cup and in 2002 won bronze at the Russian football championship.
The Russian Football Premier League (RFPL) was organised in 2001 at the initiative of Mutko, who is a member of the Executive Committee of the Russian Football Union, President of the Russian Football Premier League and Vice President of the Football Federation of St Petersburg and North-West Russia.
2002: elected to the Executive Committee of Russia's Paralympic Committee. For the past 13 years, Mutko has been the volunteer chairman of St Petersburg's Special Olympic Committee for the rehabilitation of people with mental disabilities. For 10 years he has chaired the Golden Pelican charity movement.
2003: appointed member of the Federation Council of Russia's Federal Assembly, representing the St Petersburg Government.
2008: appointed the Russian Minister of Sport, Tourism and Youth Policy.
May 21, 2012: Reappointed Minister of Sport of the Russian Federation by a presidential decree.
October 19, 2016: appointed Deputy Prime Minister of Russia by a presidential decree.

Ksenia Shoygu

In 2013 Ksenia Shoygu graduated from the Moscow State Institute of International Relations (MGIMO) under the Russian Ministry of Foreign Affairs with a degree in International Economic Relations. She delivers lectures for postgraduate students of MGIMO.
In 2011–2012, she completed a placement at Bank Saint Petersburg.
In 2012–2013, Ksenia worked as an assistant to the Deputy Head of Rostekhnadzor.
In 2013–2018, she worked as a Senior Analyst at the Project and Structured Finance Department of Gazprombank.
Since 2018, she has held the positions of Advisor to the President of the Chamber of Commerce and Industry of the Russian Federation and Advisor to the Deputy Chairman of the Management Board at Gazprombank.
Since 2019, she has been Head of the Project Office for the development of a tourist and recreational cluster in Kronstadt.
Since 2020, Ksenia has held the position of Managing Partner of Sistema Smart Tech venture fund. In December 2020, she has become President of the Russian Triathlon Federation.
Ksenia Shoygu is a pioneer of the OCR (obstacle course race) movement in Russia. In 2013, she organized the first Russian obstacle course race – Race of Heroes. Later it transformed into the League of Heroes project. The project develops and promotes amateur and professional sports in Russia. One the most popular projects, along with the Race of Heroes, is ZaBeg.RF, the first half marathon held in towns and cities across Russia simultaneously.

Veniamin Golubitsky

Veniamin Golubitsky is President of KORTROS (former RENOVA StroyGroup) – a development company that implements large-scale projects in the sphere of residential and commercial real estate.
Prior to joining RENOVA StroyGroup, Mr Golubitsky worked for nine years in the authorities of the Sverdlovsk Region of Russia, where his responsibilities at different times included social issues and state property management.
From October 2003 till May 2005 Mr Golubitsky was Head of Administration of the Governor of the Sverdlovsk Region. Other positions held in the regional authorities include: First Deputy to the Chairman of the Government of the Sverdlovsk Region, Minister of the State Property Management of the Sverdlovsk Region, Member of the Duma of the Sverdlovsk Region.
In addition to his work as an official, Veniamin Golubitsky made a convincing academic career: having started as a PhD student at the Department of Administrative Law, Moscow State Lomonosov University, he later became Head of the Law Department at the Institute of Philosophy and Law of the Ural Branch of the Russian Academy of Sciences.
Mr Golubitsky graduated from the Faculty of Law of the Moscow State Lomonosov University and is a Candidate of Legal Sciences.
