Drug Security Forum

Today, in a time of geopolitical challenges, the role of national drug policy in the country’s economic security strategy is becoming critically important. One of the priorities for government policy on the regulation of the use of medicines and medical devices is to produce drugs – primarily those from the list of vital and essential drugs (VED) and drugs of strategic importance – without being dependent on imports. Industry players are faced with the task of ensuring drug sovereignty in the country at all stages of production, from intermediates for the production of pharmaceutical substances to the full-scale roll-out of innovative import substitution of drugs in Russia using modern developments and cutting-edge scientific discoveries. Since destabilizing foreign economic pressure began to take effect, effective measures of state support for the Russian pharmaceutical industry were promptly devised, and today efforts should be focused not only on developing a roadmap for achieving sustainable national technological sovereignty, but also on strengthening the country’s export potential, and increasing the presence of competitive, original Russian drugs on international markets. Which regulatory policies have helped the pharmaceutical industry to withstand the sanctions and ensure an uninterrupted supply of strategically important medicines? What kind of challenges does the pharmaceutical supply system face today, and which strategies can counter them? What government incentives can make it easier to achieve sovereignty in the timeframe required under the sanctions? In the current environment, how may we boost provision of groundbreaking drugs to the market and strengthen the export potential of the Russian pharmaceutical industry?

PhD in Economics and DSc in Social Sciences, professor. For 20 years she was engaged in teaching and research. Author of over 150 papers on economic, social and political issues.
Since 1990 – delegate, Deputy Speaker (1992–1993) of the Sverdlovsk Regional Parliamentarian Council.
1994–1996 – Deputy of the Council of Federation of the Federal Assembly of the Russian Federation, Chairperson of the Federation Council Committee on Social Policy.
1996–1997 – Deputy of the State Duma of the Federal Assembly of the Russian Federation, Chairman of the Subcommittee on International Humanitarian, Scientific and Cultural Cooperation of the State Duma Committee on International Affairs.
Since 1997 – Deputy and since 2000 – First Deputy Minister of Labour and Social Affairs of the Russian Federation.

On 2 December 2007, she was elected a deputy to the Fifth State Duma, Deputy Speaker of the State Duma Committee on Budget and Taxes.
On 4 December 2011, she was elected a deputy to the Sixth State Duma, First Deputy Chair of the State Duma Committee on Labour, Social Policy and Veteran Affairs.
Since 22 September 2014, she is a Representative of the executive authority of the Voronezh Region in the Federation Council. Deputy Speaker of the Federation Council of the Federal Assembly of the Russian Federation, member of the Federation Council Committee on Social Policy. Initiator and drafter of more than 40 laws, including laws on social protection. Full State Counsellor 1st Class of the Russian Federation. Decorated with state orders and medals.

On May 1, 2020, Tadzio Schilling took office as the CEO of the Association of European Businesses (AEB).


Mr. Schilling was elected by representatives of the AEB’s member companies at the Annual General Meeting on March 17, 2020. He replaces Dr. Frank Schauff, who had headed the AEB since 2007 and was re-elected to a fourth term in 2016.

Tadzio Schilling holds an MA in International Relations and an advanced MA in International History and Politics from the Graduate Institute Geneva, as well as an Executive MPA from the Hertie School of Governance in Berlin.

In his professional career, he has worked in various finance, HR, and sales functions for companies such as Zurich Cantonal Bank, Dell Inc., Wesser & Partner, and FirstClimate. He has also worked as a researcher and lecturer in Russian Studies at the Humboldt University of Berlin.

Before joining the AEB, he served as Deputy Head of Economic Affairs, Finance, and Science at the Swiss Embassy, then as Inbound Business Development Leader and Head of the German Business Center at EY.

He has also served as Chairman of the AEB SME Committee and a Board Member of the Joint Chambers of Commerce Switzerland-CIS.

Tadzio speaks German, English, French, Italian, Russian, Polish, and some Chinese.

General Director, Almazov National Medical Research Centre of the Ministry of Health of the Russian Federation

Professor Evgeny Shlyakhto, Director General of the Almazov National Medical Research Centre, Academician of the Russian Academy of Science, President of the Russian Society of Cardiology, Fellow of the European Society of Cardiology, the American Heart Association, and the American College of Cardiology.
Professor Shlyakhto was born on June 29, 1954 in Pogar, the Bryansk region. He graduated from the Pavlov Medical University in Saint Petersburg in 1977 and became Doctor of Science in Medicine in 1992, Professor in 1994, Honored Russian Scientist in 2004, and Academician of the Russian Academy of Sciences in 2014.
Evgeny Shlyakhto has been the Director General of the Almazov National Medical Research Centre since 2001 and the President of the Russian Society of Cardiology since 2011. In 2010, he became a member of the WHO Expert Working Group.
The Centre led by Prof. Shlyakhto carries out intensive research in the fields of translational medicine, molecular diagnostics, development of diagnostic tools for personalized treatment, cellular and tissue engineering for therapeutic purposes, creation of biocompatible materials and tissue-engineered constructs designed to create breakthrough medical technologies of fundamental importance for providing high-tech care to patients with cardiovascular, endocrine and blood diseases.
The results of research work by Prof. Shlyakhto have been summarized in more than 800 publications, 16 inventions, 2 scientific discoveries, and a number of monographs. Prof. Shlyakhto was a supervisor in 57 PhD and 20 DSc students..
Professor Shlyakhto is a member of the Presidium of the Russian Academy of Science, the Presidential Council for Science and Education, the Regional Health Council under the Federation Council of the Russian Federal Assembly, the Expert Health Council of the Federation Council Committee on Social Policy of the Russian Federal Assembly, Vice President of the National Medical Chamber.
Evgeny Shlyakhto is the Editor-in-Chief of the following medical journals: Russian Journal of Cardiology, Translational Medicine, and Journal of Arrhythmology. He also is a member of the international editorial board of the European Heart Journal.
Professor Shlyakhto plays an active role in such international committees as the ESC Congress Programme Committee (since 2012) and of the ESC Committee for Practice Guidelines (since 2015).
Evgeny Shlyakhto received the Russian Federation Government Prize in science and technology in 2009 and won the Pavlov Award, the prize for scientific and technological achievement in Physiology and Medicine from the Saint Petersburg Government and St. Petersburg Scientific Center of the Russian Academy of Sciences, in 2011. He received an Order of Honour in 2012 and 4th class Order of Merit for the Motherland in 2017.

Born 7 July 1960 in Goгky oblast.
In 1985, graduated Ivanovo State Medical Institute with honours, majoring in Paediatrics. Worked her way up from a rural hospital nurse to Chief Physician of Teykovo Central Regional Hospital (Ivanovo Oblast).
In 1999, elected Deputy of the 3rd State Duma of Ivanovo single member electoral district No.78 (Ivanovo oblast), also elected Deputy of the 4th, 5th, and 6th State Duma of the Federal Assembly of the Russian Federation.
Acted as Deputy Head of the State Duma Committee for Healthcare and Sports, Head of the State Duma Committee for Healthcare, First Deputy Head of the United Russia fraction at the State Duma of the Federal Assembly of the Russian Federation.
While in the State Duma, was a member of interagency working group on the Healthcare priority national project at the Russian Federation Presidential Council for the Implementation of the Priority National Projects, State Duma Committee for the Juvenile Affairs and Protection of their Rights and Governmental Committee for Combating Drug Abuse and Illegal Drug Trafficking, as well as acted as Deputy Head of State Duma Committee for Technical Regulation.

The winner of the Russian Federation Governmental Award in the field of science and technology. In 2001, graduated Moscow State Social University specializing in Law.
