Drug Security Forum

Global healthcare progresses in step with technological advances, and today there are entirely new algorithms for treating diseases. The COVID-19 pandemic showed that drug security is a top priority, both for the Russian and global economy. Factors such as drug quality certainty, as well as availability and long term continuity of supply (even in emergency situations) are key to national security. The challenges presented by the pandemic have become a powerful stimulus for the development of new mechanisms to ensure drug availability, conduct rapid clinical studies, and develop and manufacture Russian vaccines. For citizens’ convenience, information technologies and monitoring of drug circulation are being expanded. For a country’s healthcare system and pharma industry to reach a new level of stable growth, ground-breaking technologies are needed. These technologies are also essential to join the international pharmaceutical market, where biomedical cell products are a new driver. What can be done to improve the supply of drugs for preventable diseases, and how can supply deficits be avoided? How can regulation be changed from acting as a barrier to a catalyst for innovation? What steps can be taken so that regulations are harmonized on the EAEU common pharmaceutical market? What approaches to regulating gene therapy and biomedical cell products are required for the industry to grow and for innovative drugs to be created? How can national drug security be ensured? How can Russian citizens be guaranteed continuous availability of high-quality, effective, leading-edge drugs?

She writes and presents Mnenie (Opinion), a talk show covering social and political issues, and Idei, menyayushchie mir (World-Changing Ideas), a series of popular science programmes. Koen Berden

Executive Director for International Affairs, European Federation of Pharmaceutical Industries and Associations

Dr. Koen Berden works for the European Federation for Pharmaceutical Industries and Associations (EFPIA) where he is external Executive Director for International Trade, responsible for EFPIA’s international cooperations including in Russia, Turkey, China and Japan, as well as Brexit and the EU-US relationship. He promotes a dynamic trade and investment agenda in support of innovation in general and for the pharmaceutical industry in particular. Via broader alliances and research-based advocacy he engages with a wide range of stakeholders in areas like intellectual property, regulatory cooperation, market access and customs and tariff issues with regards to the production of innovative medicines. Koen is also assistant professor at Erasmus University Rotterdam. In these different roles, he is focused on promoting innovation, lecturing and researching on the potential impact of trade and investment agreements as well as ex-post evaluations of trade agreements. He is particularly interested in the sustainable elements (social, environmental and human rights) and on how to stimulate innovation for long-term gains from trade and investment.
Before starting Trade Impact and EFPIA, Koen served as Director of Outreach and Member of the Board of Directors at the World Trade Institute in Bern, Switzerland, where he was responsible for the WTI project portfolio and its strategic alliances. From 2006 – 2015, he worked at Ecorys, the oldest and one of the largest public-sector consulting firms in Europe, in Rotterdam, The Netherlands, where he was first Partner and Commercial Director and later served as Senior Partner and its Managing Director. For the Ecorys Group, Koen was EU Market Director, Chief Innovation Officer, and Chief Economist.
Koen did his PhD in Economics at the Tinbergen Institute on ‘Innovation, Uncertainty and Economic Growth’. Before that, he graduated with honours from Erasmus University Rotterdam in the double master of International and Financial Economics and did his International Baccalaureate at the United World College of the Atlantic in Wales.
As part of his other interests, Koen is currently member of the Supervisory Board of Clingendael, fellow of the Transatlantic Policy network, Executive Board member of the Women Economic Forum (WEF), member of the Studiegezelschap Economische Politiek, and member of the Rotterdam Economic Council.

He was born on May 6, 1950 in the village of Novy Snov, Nesvizh District, Minsk Region.

He graduated from Snovskaya secondary school with a silver medal in 1967, from Brest Engineering and Construction Institute in 1972, and from Minsk Communist Party Higher School in 1989.

In 1972, he began his career as an engineer at Minskproekt State Design Institute.

From 1972 to 1973 he served in the Soviet army.

From 1973 to 1983 he held engineering and senior management positions in public utilities of the city of Minsk.

From 1983 to 1986 he was Chairman of Soviet District Executive Committee of the Council of People's Deputies of the city of Minsk, Deputy Chairman of the Executive Committee of Minsk City Council of People's Deputies, Secretary of Minsk City Committee of the Communist Party of Belarus.

From 1986 to 1990 he served as Minister of Housing and Public Utilities of the BSSR.

From 1990 to 1995 he was Deputy Chairman of the Council of Ministers of the BSSR - Chairman of the State Committee for Economy and Planning of the BSSR, First Deputy Chairman of the Council of Ministers of the Republic of Belarus, and Deputy Prime Minister of the Republic of Belarus.

In 1994, he was appointed as a member of the Presidium of the Interstate Economic Committee of the Economic Union (CIS).

From 1995 to 2001 he was Head of Presidential Executive Office of the Republic of Belarus.

From 2001 to 2010 he served as Chairman of the National Academy of Sciences of Belarus (President, since 2004 – Chairman of the Presidium).

From 2003 to 2012 he was Chairman of the Subcommittee for State Awards of the Republic of Belarus in the field of science and technology.

Since 2015 he was Chairman of the Committee for State Awards of the Republic of Belarus.

From 2010 to 2014 he served as Prime Minister of the Republic of Belarus.

From 2015 to 2019 he co-chaired the Forums of Regions of Belarus and Russia held annually by the Council of the Republican National Assembly of the Republic of Belarus and the Federation Council of the Federal Assembly of the Russian Federation.

In 2014 he took part in the UN Climate Summit, as well as in the first Belarusian-American Investment Forum, which were both held in New York.

From 2015 to 2019 he was Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus of the fifth (2015-2016) and sixth (2016-2019) convocations, Chairman of the Council for Interaction of Local Self-Government Bodies under the Council of the Republic of the National Assembly of the Republic of Belarus (2015-2019).

He was Chairman of the Supervisory Board of BelAZ Open Joint-Stock Company.

He has three Certificates of Gratitude from the President of the Republic of Belarus. He was invested with the following awards: the Order "Badge of Honor" (1981), the Order of the Fatherland of the 3rd class (2000), the Order of Friendship (Russian Federation) (2009), the Order of Friendship (People's Republic of China) (2010), the Order of the Belarusian Orthodox Church of St. Cyril of Turov of the 1st class (2010), anniversary medals, the Badge "Gold Medal of the National Academy of Sciences of Belarus "For a Major Contribution to the Development of Science"" (2014), D. He is also Doctor Honoris Causa of St. Petersburg State University of Economics (2008) and Vietnam Academy of Science and Technology (2011), Professor Emeritus of Brest State Technical University (2013), and Professor Emeritus of Belarusian State University (2017). He is the author of monographs, scientific papers and publications in the field of economics, international integration and state-building. He has trained three Candidates of Science.

He is married. He has a daughter and a son, and four grandchildren.

Veronika Skvortsova

Veronika Skvortsova was born in Moscow on November 1, 1960.
She graduated from the 2nd Pirogov Moscow State Medical Institute in 1983 and completed a Postgraduate Clinical Residency Programme and an Advanced Postgraduate Programme specializing in neuropathology. In 1994, she qualified as a higher category neurologist.
After graduating, she worked for the 2nd Moscow State Medical Institute (the Russian State Medical University since 1991) for 25 years.
Veronika Skvortsova became head of one of Russia’s first neurology emergency services at Moscow’s 1st municipal hospital established on the basis of the neurology clinic of the 2nd Moscow State Medical Institute in 1989.
In 1989–1995, she served as assistant and, in 1995–1997, as assistant professor at the Neuropathology Department of the Russian State Medical University.
She became Head of the Fundamental and Clinical Neurology and Neurosurgery Department in 1997.
Veronika Skvortsova was appointed Director of the Russian Stroke Research Institute in 2005.
She was Deputy Minister of Healthcare and Social Development from 2008 to 2012.
Veronika Skvortsova was appointed Minister of Healthcare by Presidential Executive Order No. 650 of May 21, 2012.
She is vice-president and co-founder of the National Stroke Association, director of the World Stroke Organization and secretary general of the European Stroke Council.
She is a Doctor of Medicine, Professor, and Corresponding Member of the Russian Academy of Medical Sciences.
Veronika Skvortsova is an Honored Scientist of the Russian Federation.
She has been awarded an Order of Honour and won the Pirogov Prize and Moscow Government Prize in Medicine.
She is the author of more than 400 research papers and holds seven patents for her inventions.

Henrietta Fore

Executive Director, United Nations Children's Fund (UNICEF)

Henrietta H. Fore became UNICEF’s seventh Executive Director on 1 January 2018. She has worked to champion economic development, education, health, humanitarian assistance and disaster relief in a public service, private sector and non-profit leadership career that spans more than four decades.
From 2007 to 2009, Ms. Fore served as the Administrator of the U.S. Agency for International Development (USAID) and Director of United States Foreign Assistance. The first woman to serve in these roles, she was responsible for managing $39.5 billion of U.S. foreign assistance annually, including support to peoples and countries recovering from disaster and building their futures economically, politically and socially.
Earlier in her career at USAID, Ms. Fore was appointed Assistant Administrator for Asia and Assistant Administrator for Private Enterprise (1989-1993). She served on the Boards of the Overseas Private Investment Corporation and the Millennium Challenge Corporation. In 2009, she received the Distinguished Service Award, the highest award the Secretary of State can bestow.
From 2005 to 2007, Ms. Fore served as Under Secretary of State for Management, the Chief Operating Officer for the U.S. Department of State. She was responsible for the staff, resources, facilities, technology and security of the Department and was the Secretary of State’s principal adviser on management issues. She oversaw a management budget of $3.6 billion, 7,200 employees, 30,000 contractors and 267 embassies and posts in 172 countries.
From 2001 to 2005, Ms. Fore was the 37th Director of the United States Mint in the U.S. Department of Treasury, managing the world's largest manufacturer of coins, medals and coin products. In 2005, she received the Alexander Hamilton Award, the Department of Treasury’s highest honor.
Immediately prior to her appointment with UNICEF, Ms. Fore was Chairman of the Board and Chief Executive Officer of Holsman International, a manufacturing and investment company. She also served on the boards of a number of domestic and international public corporations, including as Global Co-chair of the Asia Society, Chair of the Middle East Investment Initiative, and Co-Chair of WomenCorporateDirectors. She also served on the boards of the Center for Strategic and International Studies (CSIS), the Aspen Institute, the Committee Encouraging Corporate Philanthropy (CECP) and the Center for Global Development (CGD).
Ms. Fore has a Bachelor of Arts in History from Wellesley College and a Master of Science in Public Administration from the University of Northern Colorado. She is married and has four children.
