Drug Security Forum

The COVID-19 pandemic has shed light on the problem of national drug security and has given a new perspective on growth strategies for the Russian pharma industry. Self-sufficiency and the domestic development of innovations must be placed at the heart of efforts to strengthen Russia’s pharma industry. Domestic manufacturing of active pharmaceutical ingredients (API) must be built up, and an environment conducive to developing the innovative Russian pharma industry must be created. Facilitating the growth of full-cycle pharmaceutical manufacturing, as well as moving the focus of regulatory policy from building generics portfolios to creating and launching a full range of Russian-developed innovative drugs, may help achieve several goals. It could ensure the country’s drug security, and also help the competitive Russian pharma industry become a leader in global markets. What regulatory decisions and government incentives are needed to create a new competitive API industry? What forms of state support as well as statutory and regulatory innovations will help boost the innovative pharma industry in Russia? What mechanisms need to be developed to commercialize both Russian and foreign medical research and developments? What other steps to boost the national pharma industry could solve the problem of ensuring public availability of a wide range of drugs, planning the product mix, and preventing deficits? Would a protectionist policy provoke a conflict of interests, and would a strategy of offering preferences to Russian manufacturers become a barrier, limiting the market presence of international companies, and reducing the availability of drugs already registered in other markets to patients? Is the Pharma 2030 strategy capable of taking the Russian pharma industry to the international market as a confident and strong player?

From 1992 to 2010, he worked as a representative of Magnitogorsk Mayor in the City Hall, Assistant Director of the Federal Tax Service of Russia, Assistant Deputy Chairman of the Government of the Russian Federation, Director of the Department for Economic Analysis and Planning of the Ministry of Industry and Energy of the Russian Federation, Deputy Minister for Industry and Trade of the Russian Federation. In 2010–2012, he worked as Vice-President on for Government Relations at the Skolkovo Foundation.
Since 2010, he has headed the Russian Public Relations Association. Since 2013 to the present moment, he has been Executive Director of the Eurasian Centre for Integration Research and Communication. Since 2010, he has served as Chair of the Department of Philosophy at National Research Nuclear University MEPhI (Moscow Engineering Physics Institute).

In 1994, graduated from the School of Philosophy of the Urals State University majoring in Political Studies. PhD in Philosophy and Executive MBA from Skolkovo Moscow School of Management.

Career background: 2004–2008: Ministry of Industry and Energy: Head of Strategic Planning and Research Department; Assistant Administrator of Strategic Planning and Research Department; Assistant Administrator of Priority Projects Support under the Economic Analysis and Planning Division; Advisor to the Public Relations Department; Senior Expert of the PR Department. 2008–2012: Assistant and Advisor to the Minister of Industry and Trade of the Russian Federation.
2012–2016: Director of Strategic Development and Project Management Department, Ministry of Industry and Trade of the Russian Federation. 31 August 2016: appointed Deputy Minister of Industry and Trade of the Russian Federation.
Since 2015, Mr Osmakov has held the title of Full State Counsellor. CSc in Economics. Married with a child.

Graduated from Birla Public School in Pilani. In 1992 started his higher education in Russia, at Irkutsk State Medical University. Later graduated from the Far Eastern Federal University, majoring in Finance and Credit. Married, with three children.
Founder of Pharmasyntez, member of the Leaders’ Club to Promote Business Initiatives (a non-profit partnership), Co-Chairman of the Business Council for Cooperation with India, participant in several investment forums and business missions.
Pharmasyntez manufactures medicinal drugs for socially significant diseases, such as tuberculosis, HIV/AIDS, cancer, hepatitis and diabetes. The company’s profile includes over 113 various pharmaceutical forms and dosages – caps, pills, granules, IV solutions, sterile dry powders, solutions for injection and lyophilisates. Currently Pharmasyntez has five GMP compliant manufacturing facilities in the following Russian cities: Saint Petersburg, Tyumen, Bratsk, Irkutsk and Ussuriysk. The company employs over 1500 qualified specialists.
Pharmasyntez was number one Russian pharmaceutical manufacturer based on hospital purchases in 2016 (and No. 5 out of all pharmaceutical manufacturers, based on hospital purchases records). In 1984, she graduated from the Faculty of Pharmacy of the First Moscow Medical Institute (First Moscow State Medical University named after I.M. Sechenov). Since 1984, she graduated from the Faculty of Pharmacy at the I.M. Sechenov First Moscow State Medical University, where she subsequently held the positions of senior laboratory assistant (1984-1986), assistant (1986-1989), senior lecturer (1989-1993), associate professor (1993-2005), professor of the Department of Pharmacy Management and Economics of the Faculty of Pharmacy (2005-2006), head of the Department of Pharmacy Management and Economics (since 2007), dean of the Faculty of Postgraduate Professional Education for pharmacists (since 2005).
Expert in the field of management and economics of pharmacy, Doctor of Pharmacy, Professor.
She is the author of the first dissertation in marketing research on the pharmaceutical market in Russia, one of the founders and chief editors of a professional pharmaceutical magazine "LadyVita" (2003-2004).
Since 2005 she has been the editor-in-chief of the professional pharmaceutical magazine Pervy Stol.
Since 2007 she has been a member of the international pharmaceutical organization FIP.
By order of the Minister of Health of the Russian Federation, she was appointed Director of the Department of State Regulation of Circulation of Medicines.
In July 2013, she was appointed Assistant Minister of Health of the Russian Federation.
In October 2013, she was appointed Director of the Department of Drug Provision and Regulation of Circulation of Medical Products of the Russian Ministry of Health.
In 2020, she was appointed Head of the Federal State Institution "Federal Center for Planning and Organization of Drug Provision to Citizens".
