Drug Security Forum

The government is increasing investment in developing the healthcare system and expenditures on providing medical services under Mandatory Health Insurance (OMS) are rising by the year. Even so, the current life expectancy is still well below target set in the Russian Federation National Development Goals up to 2030. This means that the need is more acute than ever for Russia to develop value-oriented healthcare based on value as the outcome of the entire process by which medical care is provided not only the eyes of the doctor and the healthcare system, but also those of the patient. Implementation of a value-oriented approach makes possible a maximally effective distribution of available financial resources and formation of a patient-centric healthcare system in which control is exercise not over the processes and scope of medical care but the outcomes vital to the patient achieved by the joint efforts of various medical specialists and information collaboration between medical services. What is of value to the healthcare system, the doctor and the patient? Is Russia ready to make the transition to a value-oriented healthcare model? How should the process be arranged for introducing value-oriented approaches to the system for exercising quality control over medical care? What changes would the OMS system require to transfer to payment for medical care depending on treatment outcomes?

In 1987, he graduated from the Pirogov Russian National Research Medical University with a degree in General Medicine. After graduation he stayed in the university, where he rose from postgraduate to professor of the department of clinical pharmacology.
In 1998 he graduated from the Russian Presidential Academy of National Economy and Public Administration of the Russian Federation with a degree in state and municipal management, with the qualification of economist-financier.
In 2002, he defended the first doctoral dissertation in the Russian Federation on clinical and economic analysis and pharmacoeconomics.
From 2009 to 2012 he was. - Vladimir Potanin was Director of the Research Institute for Clinical and Economic Expertise and Pharmacoeconomics at the N.I. Pirogov Russian National Research Medical University, Federal State Autonomous Educational Institution of Higher Professional Education, Ministry of Health Care of the Russian Federation.
From 2012 to 2020, she was Head of the Research Laboratory of the N.I. In 1989, he was elected Vice President of Hemophilia Association (later renamed Hemophilia Society) that was established the same year.
Since 1993, he was the President of the Hemophilia Society.
In 2000, at the founding congress of the Russian Hemophilia Society he was elected its President, and he still holds this position.
In 2002–2004, he was a board member of the European Hemophilia Consortium and member of the World Federation of Hemophilia. He was named ‘Best volunteer’ of the World Federation of Hemophilia for his active work in CIS countries.

Professor Evgeny Shlyakhto, Director General of the Almazov National Medical Research Centre, Academician of the Russian Academy of Science, President of the Russian Society of Cardiology, Fellow of the European Society of Cardiology, the American Heart Association, and the American College of Cardiology.
Professor Shlyakhto was born on June 29, 1954 in Pogar, the Bryansk region. He graduated from the Pavlov Medical University in Saint Petersburg in 1977 and became Doctor of Science in Medicine in 1992, Professor in 1994, Honored Russian Scientist in 2004, and Academician of the Russian Academy of Sciences in 2014.
Evgeny Shlyakhto has been the Director General of the Almazov National Medical Research Centre since 2001 and the President of the Russian Society of Cardiology since 2011. In 2010, he became a member of the WHO Expert Working Group.
The Centre led by Prof. Shlyakhto carries out intensive research in the fields of translational medicine, molecular diagnostics, development of diagnostic tools for personalized treatment, cellular and tissue engineering for therapeutic purposes, creation of biocompatible materials and tissue-engineered constructs designed to create breakthrough medical technologies of fundamental importance for providing high-tech care to patients with cardiovascular, endocrine and blood diseases.
The results of research work by Prof. Shlyakhto have been summarized in more than 800 publications, 16 inventions, 2 scientific discoveries, and a number of monographs. Prof. Shlyakhto was a supervisor in 57 PhD and 20 DSc students..
Professor Shlyakhto is a member of the Presidium of the Russian Academy of Science, the Presidential Council for Science and Education, the Regional Health Council under the Federation Council of the Russian Federal Assembly, the Expert Health Council of the Federation Council Committee on Social Policy of the Russian Federal Assembly, Vice President of the National Medical Chamber.
Evgeny Shlyakhto is the Editor-in-Chief of the following medical journals: Russian Journal of Cardiology, Translational Medicine, and Journal of Arrhythmology. He also is a member of the international editorial board of the European Heart Journal.
Professor Shlyakhto plays an active role in such international committees as the ESC Congress Programme Committee (since 2012) and of the ESC Committee for Practice Guidelines (since 2015).
Evgeny Shlyakhto received the Russian Federation Government Prize in science and technology in 2009 and won the Pavlov Award, the prize for scientific and technological achievement in Physiology and Medicine from the Saint Petersburg Government and St. Petersburg Scientific Center of the Russian Academy of Sciences, in 2011. He received an Order of Honour in 2012 and 4th class Order of Merit for the Motherland in 2017.

In 2012, Vadim Kukava was offered the position of Executive Director of the Association of leading global innovative pharmaceutical companies, InPharma. During this time, the Association has become a key player in the Russian pharmaceutical market, collaborating with government bodies to develop balanced regulations of the industry for the benefit of Russian patents.
From 2006 to 2012, Vadim worked in leading international companies that produce consumer goods, in positions connected to public/GR relations and policy affairs. During this time, Vadim participated in discussions on key legislation in the sphere of regulating the tobacco and medical industries, collaborated with representatives of the Russian and European scientific communities, and played an active role in the work of industrial associations, including on the Board. In addition, Vadim was responsible for creating and developing a division for public and regulatory affairs.
From 2004 to 2006, he worked as a consultant at the Federal Agency for State Property Administration (Rosimuschestvo). Vadim was responsible for implementing the full range of powers of ownership related to property within the forestry and chemical industry owned by the Russian Federation.
In 2003, he graduated from the Faculty of Law of the International University in Moscow.
