Today, healthcare is undergoing an active transformation into a comprehensive, high-tech ecosystem centred around the patient and supported by digital services and platforms. Key changes in the industry are placing increased expectations on the managers of medical organizations, who are now considered “leaders of change”. These leaders must have the ability to enhance the position of Russian clinics in the structure of global rankings and establish their own highly effective development strategy to secure a competitive edge in the face of escalating challenges in the medical services market. What requirements must a modern medical institution meet to gain a competitive advantage in the Russian and international medical services markets? To what extent does the competitiveness of a medical institution rely on the qualifications and leadership potential of the chief physician? How can a medical institution maintain a high position in the ranking of the “best” clinics in the country? What competencies should “leaders of change” develop and where can they be learned? Ruslan Khalfin is Director of the Higher School of Healthcare Management at the I.M. Sechenov First Moscow State Medical University of the Ministry of Health of the Russian Federation, a medical doctor, Professor, winner of a State Prize of the Russian Federation in the field of science and technology, Honoured Doctor of the Russian Federation, and Actual State Councillor of Russian Federation, 2nd class. He worked for more than 30 years in healthcare in the Sverdlovsk Region. He has also worked in the central office of the Ministry of Health of the Russian Federation and the Ministry of Health and Social Development of the Russian Federation, and has held the post of Deputy Minister under three federal ministers. He has been actively involved in reforming the sector, and was one of the originators and implementers of the national ‘Health’ project. For the past 11 years he has been President of the medical insurance company MAKS-M, part of the MAKS Insurance Group. Chair of the Board of the Russia-wide public organization ‘The Russian Association for the Organization of Health and Public Health’.
