Healthy Life

The healthcare and social support system today offers people a broad range of services. Yet a number of factors restrict patients in making use of them all. These factors include awareness, red tape, how much time state medical and social service staff have at their disposal for working individually with their charges, the low level of digitalization in the regions and more. Assistance is provided by social projects that help the state machine to better satisfy people’s needs and build a system around the patient at the local level. Such joint work has a positive effect on living standards and promotes development of national approaches in medicine and social support. How could the state benefit from collaborating efficiently with NPOs and social business? Which factors impact on public satisfaction with social and medical services? How could the level of public confidence change is the state were to reject the declarative principle for receiving services? How do the latest technologies alter the long-standing approaches to organizing provision of health and social care? What examples of successful practices make it possible to organize a system around the patient and raise living standards?

In 1985, graduated from the school number 856 (Moscow).
In 1991, graduated from the Moscow State Law University.
In 1989, he was elected Vice President of Hemophilia Association (later renamed Hemophilia Society) that was established the same year.
Since 1993, he was the President of the Hemophilia Society.
In 2000, at the founding congress of the Russian Hemophilia Society he was elected its President, and he still holds this position.
In 2002–2004, he was a board member of the European Hemophilia Consortium and member of the World Federation of Hemophilia. He was named ‘Best volunteer’ of the World Federation of Hemophilia for his active work in CIS countries.
At present, he also holds the following positions:
• Co-chairman of the Russian Union of Patients Public Societies;
• Member of Commission for the Disabled under President of the Russian Federation;
• Head of the working group for improvement of the state sociomedical assessment system and monitoring of implementation of decisions made for the Commission for the Disabled under President of the Russian Federation;
• Co-chair of the Council of public agencies for patients’ rights for the Ministry of Health of the Russian Federation;
• Deputy Chairman of the Public Council of the Ministry of Health of the Russian Federation;
• Member of Council of public agencies for patients’ rights for Federal Service for Surveillance in Healthcare;
• Member of Moscow’s regional department of All-Russia People's Front.
Yury Zhulyov was awarded with an honorary certificate by the Ministry of Health of the Russian Federation, an honorary certificate by the Federal Service for Surveillance in Healthcare and Social Development.

Faina Zakharova

President, Life Line Charity Foundation for Saving Seriously Ill Children

A public figure, an expert in the non-commercial sector, the President of Life Line Charity Foundation for salvation of severely ill children. Zakharova has been awarded an honorable distinction “For Benevolence”. The above mentioned state reward was presented to her by Mr. Vladimir Putin, the President of the Russian Federation, in the Kremlin in 2013. Faina Yakovlevna is a member of the Public Council in RF Health Ministry. Zakharova has been a founder and an inspirational figure for establishing the Russian branch of the World Wildlife Fund (WWF-Russia). She has guided a number of special CAF Russia programmes. Besides, she was involved in arranging the first conference “Charity in Russia” (2005). In 2014 Faina Zakharova was one of the founders of the Association of Fundraisers. She also deserves credit for running “The Year of Charity in Russia” (2006). Apart from that, she has been the author of a number of successful as well as efficient charity events such as “A red nose – a kind heart!”, the first in Russia charity “Running Race 5275”, “Someone’s life – not a trifle!” and others. In 2017 Faina Zakharova was included in the top 75 list of the most respected people in the country possessing a high moral and professional authority according to The Russian Reporter Magazine. Faina Zakharova is keen on travelling and is interested in modern arts.
