The Roscongress Foundation`s Social Platform

The accelerating ageing of the population and fall in the number of people of working age are becoming an important factor in government social policy. The numbers of older people are increasing, meaning a restructuring of social schemes. Technologies are being developed for remote prevention and early diagnosis of diseases. Family support and long-term care are becoming particularly crucial. Conditions are being created for an active old age. Effective use of older people’s social and economic potential can be achieved by increasing the quality of their lives. The practice of “community care” is geared to those in need of care and support being able to live worthily and independently in society without feeling socially isolated and to take part in the life of the local community as free individuals rather than just recipients of services. How can collaboration with the state be arranged in order to confirm NPOs and neighbouring communities as a resource with which co-operation is possible and necessary in supporting particularly vulnerable members of society? How can businesses make use of the resource of society’s older members to promote the concept of “community care” in society? How can civil assistance initiatives be supported? What is the strength of NPOs as a mechanism for fine-tuning “community care”?

Was born on August 11, 1993 in Moscow.
In 2015 he graduated from the State University of Management, specializing in "Organization Management".
Since 2016 he has been leading the working group on the preparation of the Concept for the Development of Cooperation among the CIS Countries to Support the Youth Volunteer Movement.
The aim of this work is to form high-quality partnership between public organizations of the CIS countries for the purpose of their friendship and cooperation. At the moment, the Concept is developed and is at the approval of the Heads of Governments of the CIS member states.
Since March 2016 to present he heads the Association of Volunteer Centers, holding the position of the Chairman of the Council.
Metelev Artem P. is the Deputy Head of the Directorate for the Year
of Volunteer in the Russian Federation.
The high appreciation of Artem P. Metelev’s contribution was expressed by his appointment as a member of the Public Chamber of the Russian Federation by the Decree of the President of Russia in March 2017.

Ms. Morozova has been heading The Timchenko Foundation from the day when it was created in December 2010. She performs the following functions: member of the Community Council with the Russian Ministry of Labor and Social Security, head of Senior Citizen section with the Russian Government’s Community Council on Guardianship Issues in the Social Sphere, member of the Expert Board for Advancing New Projects with the Agency of Strategic Initiatives, member of The Council of the Federation Committee on Social Innovation Development in Territorial Entities of the Russian Federation, member of the Joint Advisory Board of the Presidential Grants Foundation, co-chair of the working group involved in expert conceptual design of Active Ageing in the Russian Federation, member of the Supervisory Board of the Association of Long-term Care Professionals, member of the Coordinating Council with the Russian Ministry of Economic Development on issues of expanding charitable activities.
Elena and Gennady Timchenko Charitable Foundation is one of the largest family-oriented foundations in Russia. It was created in 2010 with the aim of achieving long-term social results and uniting charitable projects of the Timchenko family. Activities of the Foundation are aimed at the social and cultural development of Russia’s regions, solving issues of social orphanhood, developing non-professional sports for children, and providing support for senior citizens. These strategic areas of activities are designed to achieve positive and tangible changes in the social sector.
