Income from Waste: Making the Industry Attractive to Investors

Russia began to reform its household waste processing sector on 1 January 2019, with the aim of reducing the number of landfills, and making the market transparent and civilized. The Ecology national project sets out two key targets for this reform: increasing the percentage of processed waste from 12% to 60%, and recycled waste from 7% to 36% by 2024. In order to achieve this, there needs to be an overhaul of the way the waste management sector is financed. Public funds alone will not be sufficient to change the system – private investment is also needed. Preliminary estimates put the amount of investment needed at RUB 200–300 million. Long-term tariffs will be examined as a way of attracting this investment.
