Signing of the Declaration on the policy in the field of development, production and quality control of medicines by the companies – participants in the Association of Pharmaceutical Manufacturers of the Eurasian Economic Union.

The Declaration is an important step in the comprehensive work to improve an open and constructive dialogue with the medical and patient communities. Its main goal is to increase the confidence of patients and doctors in the quality of Russian medicines. To this end, manufacturing companies of medicines and pharmaceutical substances are publicly taking on increased obligations to promote the implementation of a patient-centered approach in the healthcare system at all stages of the life cycle of medicines.

Yuriy Zhulev

President, Russian Hemophilia Society

In 1985, graduated from the school number 856 (Moscow).
In 1991, graduated from the Moscow State Law University.
In 1989, he was elected Vice President of Hemophilia Association (later renamed Hemophilia Society) that was established the same year.
Since 1993, he was the President of the Hemophilia Society.
In 2000, at the founding congress of the Russian Hemophilia Society he was elected its President, and he still holds this position.
In 2002–2004, he was a board member of the European Hemophilia Consortium and member of the World Federation of Hemophilia. He was named ‘Best volunteer’ of the World Federation of Hemophilia for his active work in CIS countries.
At present, he also holds the following positions:
• Co-chairman of the Russian Union of Patients Public Societies;
• Member of Commission for the Disabled under President of the Russian Federation;
• Head of the working group for improvement of the state sociomedical assessment system and monitoring of implementation of decisions made for the Commission for the Disabled under President of the Russian Federation;
• Co-chair of the Council of public agencies for patients’ rights for the Ministry of Health of the Russian Federation;
• Deputy Chairman of the Public Council of the Ministry of Health of the Russian Federation;
• Member of Council of public agencies for patients’ rights for Federal Service for Surveillance in Healthcare;
• Member of Moscow’s regional department of All-Russia People's Front.
Yury Zhulyov was awarded with an honorary certificate by the Ministry of Health of the Russian Federation, an honorary certificate by the Federal Service for Surveillance in Healthcare and Social Development.

Stanislav Naumov

From 1992 to 2010, he worked as a representative of Magnitogorsk Mayor in the City Hall, Assistant Director of the Federal Tax Service of Russia, Assistant Deputy Chairman of the Government of the Russian Federation, Director of the Department for Economic Analysis and Planning of the Ministry of Industry and Energy of the Russian Federation, Deputy Minister for Industry and Trade of the Russian Federation. In 2010–2012, he worked as Vice-President on for Government Relations at the Skolkovo Foundation.
Since 2010, he has headed the Russian Public Relations Association. Since 2013 to the present moment, he has been Executive Director of the Eurasian Centre for Integration Research and Communication. Since 2010, he has served as Chair of the Department of Philosophy at National Research Nuclear University MEPhI (Moscow Engineering Physics Institute).

In 1994, graduated from the School of Philosophy of the Urals State University majoring in Political Studies. PhD in Philosophy and Executive MBA from Skolkovo Moscow School of Management.

Vasily Osmakov

Born June 8, 1983, Moscow. 2005: graduated from Moscow State University, Institute of Asian and African Studies.
2008: gained his CSc from the State University of Management in Moscow.
Career background: 2004–2008: Ministry of Industry and Energy: Head of Strategic Planning and Research Department; Assistant Administrator of Strategic Planning and Research Department; Assistant Administrator of Priority Projects Support under the Economic Analysis and Planning Division; Advisor to the Public Relations Department; Senior Expert of the PR Department. 2008–2012: Assistant and Advisor to the Minister of Industry and Trade of the Russian Federation.
2012–2016: Director of Strategic Development and Project Management Department, Ministry of Industry and Trade of the Russian Federation. 31 August 2016: appointed Deputy Minister of Industry and Trade of the Russian Federation.
Since 2015, Mr Osmakov has held the title of Full State Counsellor. CSc in Economics. Married with a child.

Petr Rodionov

Born in 1978 in Leningrad.
Education: School of Economics, St. Petersburg State University; internship at Yale University, USA, in 1995–1996.
Pytr Rodionov became the CEO of GEROPHARM in 2001. Under his leadership, the company stepped up to be an efficient business entity and a major player in Russia’s pharmaceutical market, as well as a recognized expert in the professional community.
In 2013–2017 Pyor Rodionov received the Chief of the Year award and the Expert of the Year title (from Expert North-West magazine), entered TOP 250 of Russia’s CEOs and won the Entrepreneur of the Year award (EY) and RBC Award (St. Petersburg).
Pyotr Rodionov is a member of Delovaya Rossiya All Russia Public Organization, Council on Guardianship under the Government of the Russian Federation and Subcommittee on circulation of medicines under the Commission on Healthcare of the Government of the Russian Federation. In 2016 he joined State Duma Committee for biotechnology, pharmaceutical and medical industry, as well as Social and Business Council of the Healthcare Strategic Development Project under the Government of the Russian Federation.
