Re-importing Talent: Education in a Multipolar World
Lots of Russian scientists, managers, and entrepreneurs studied at foreign universities. Despite the opportunities they encountered abroad, they returned to Russia and built successful careers. Today, with international tensions on the rise, studying at a foreign university is not as popular, and the government has discontinued its global education programme. However, the rapid intensification of ties with Asian and Arab countries, including the development and consolidation of BRICS, as well as the urgent need to create a sovereign scientific and technological base, have once again raised the urgency of reviving exchange programmes and state-funded grants for young professionals to study at leading universities in countries that have friendly relations with Russia and subsequently return home to work at government agencies, universities, and research institutes. It is also crucial to build a process of seamless reintegration upon return in order to maximize the effects of studying abroad for Russia.
