Society’s involvement in public administration is a key factor for improving the quality of the country’s socioeconomic development. Other countries have developed various forms of public participation in the management of school and higher education at all levels: national, regional, local, and individual institutions. Russia has also created a legal framework that enables citizens to take part in the management of education.
How widespread is the practice of the public administration of the educational sector today in Russia? What role do public councils under federal, regional, and local governments play? How do supervisory boards, boards of trustees, and governing boards influence the development of educational institutions and improve the quality of education? What Russian and foreign practices have already proven their effectiveness and can be widely used in Russian realities?

Currently acting as Chairman of the Chairman of the Council of the Federal State Budgetary Scientific Institution “The Private Law Research Centre under the President of the Russian Federation named after S.S. Alekseev”.
She is a member of the Presidential Council for Codification and Enhancement of Civil Legislation.
She is a member of the research advisory boards of the Supreme Court of the Russian Federation, of the Ministry of Justice, of the Federal Notarial Chamber.
She is the author of a range of law drafts.

Isak Froumin

Isak Froumin is a Head of the Institute of Education at National Research University “Higher School of Economics” in Moscow (Russia). His responsibilities also include advising the university strategic planning and international cooperation.
Prof. Froumin was leading the World Bank education program in Russia from 1999 to 2011. His World Bank experience also extends to the projects in Kazakhstan, Kyrgyzstan, Afghanistan, Nepal, Turkmenistan and India.
In 2011 he was co-chair of the education part of the “Russia Strategy 2020” expert group. In 2012 – 2016 he was an advisor to the Minister of Education and Science of Russia Federation and the member of the Russian delegation at OECD Education Policy Committee.
Prof.Froumin is the author of more than 250 publications including articles and books in Russian and English.
His current key research interests are:
Development of higher education systems.
University and school governance.
Foresight of education.
Educational and life trajectories.
