Over recent times, the IT sphere has become one of the fundamental elements of economic, strategic, educational and social growth. This increase in the role of information technologies could not go unnoticed. Now, to be successful in IT, more is needed than just to start working in these directions: the potential specialist must have a knowledge base satisfying industry’s requirement. The discussion will cover the education needed for working in the IT field, where to get this education, internal competition of companies, personnel and educational institutions training future specialists, as well as the requirements for working in the industry.

Born in Moscow in 1958. Married with three children.
Graduated with honours from the Moscow Institute of Economics and Statistics (MESI) with a degree in Automated Control System in 1980. Holds a PhD in Economics, dissertation on the automation of system design for computer processing of economic information.
Worked at MESI as an engineer since 1980, then started working as a junior researcher. Worked at the Scientific Research and Design Institute for Industrial Technology of the Central Statistical Administration of the USSR (now Statinform of the Federal State Statistics Service) as a senior researcher, sector manager, department manager and head engineer since 1987.
Headed up 1C Company, which specialized in the development, distribution and support for computer programs, in 1991. 1C is most famous for 1C:Enterprise programs, which are used by millions of employees in commercial and public organizations every day in order to increase management and accounting. The company is also famous for products developed for home computers and the sphere of education.
1C:Enterprise includes integrated ERP-class solutions for asset management of industrial, commercial and service organizations; products for financial management and accounting of holding companies and individual organizations; products for the organization of electronic document management, electronic document exchange between organizations and delivery of electronic reporting to regulatory authorities; payroll and personnel management; for the automation of state and municipal agencies; and a variety of industry-specific solutions developed by 1C, its partners and independent organizations. Since 2013, 1C has been included in the Forbes Russia’s 200 largest private companies rating.

1999-2004: Held managerial positions in the IT and communications sector, including at IBC Group where he headed the internet solutions division’s business development department and also worked as Director for Business Development.

2004: Advisor to the Minister and Director of the Department of State Programmes, Infrastructure Development and Use of Constrained Resources at the Ministry of Information Technology and Communications of the Russian Federation.

2008: Assistant to the Head of the Presidential Executive Office of the Russian Federation. Oversaw the organisation of the work of the Russian Presidential Council for Information Society Development.

February 2009: Listed among the top 100 members of the Management Personnel Pool under the Russian President’s Patronage.

2012: Advisor to the Speaker of the State Duma of the Russian Federation.

2014: Minister of Public Administration, Information Technology and Communications of the Moscow Region.

2016: Deputy Chairman of the Government of the Moscow Region.

September 2018: Vice President for Digital Platforms at Rostelecom.

February 2019: Combined this position with that of RT Labs Director General.

21 January 2020: Appointed Minister of Digital Development, Communications and Mass Media of the Russian Federation by Presidential Executive Order.

Evgeniy Stanislavovich Szhenov is the Science Director of the analytical center "Scientific and Educational Policy" and a leading expert with the Institute of Education at the National Research University and the Higher School of Economics.

For more than 10 years he has been a consultant to the Presidential Administration, the government of the Russian Federation, the Ministry of Education and Science, and numerous other federal executives, heads of regions, rectors of leading universities in Russia in the field of education management.

Evgeniy is an organiser and moderator of key forum events in recent years in the field of higher education and science.
