Under the current circumstances of sanctions and disrupted supply chains, ensuring technological sovereignty and the production of critical industrial products and components has become a significant challenge for the domestic industry. Fortunately, there has been active and consistent work on industry development, including the approval of state programs and national and federal projects, as well as the allocation of substantial budget funds and the establishment of various mechanisms of state support. According to Rosstat, in 2021, manufacturing SMEs accounted for 13% of Russia's total GDP, equivalent to RUB 11,073 billion. SMEs have proven themselves to be flexible systems with a high degree of adaptability and innovation dynamics. Despite their relatively small size, motivated and competent SMEs often take the lead in proposing new projects, directions, products, components, and promising developments. What are some notable examples of successful collaboration and cooperation between manufacturing SMEs and large corporations in the present day? What specific tools, incentives, and support measures are being implemented to foster the growth and development of manufacturing SMEs? What are the key risk factors that hinder the development of manufacturing SMEs, such as expensive financing and a lack of technological and component infrastructure? How can we enhance the prestige of working and engineering professions to attract more talent to the manufacturing sector? What strategies can be implemented to create a comprehensive "minefield map for manufacturing businesses", helping them identify risks and avoid common mistakes in their operations?

Born on March 14, 1965 in Rzhev, Tver Region. She graduated with distinction from the Moscow Technological Institute. A Lenin Scholarship holder. In 1991, she opened her own company, which celebrated its 25th anniversary in March 2016. In 2014, Elena Dybova was appointed head of the Committee for Development of the Small and Medium-Sized Businesses under the CCI of Russia. At the 7th Congress of the CCI of Russia, she was elected Vice-President of the Chamber of Commerce and Industry of the Russian Federation.
Elena Dybova takes an active part in all events (conferences, roundtables and meetings) to protect the interests of small businesses and optimise their cooperation with government authorities. She is a member of the working group for joint anti-corruption measures of representatives of the business community and government authorities under the Presidium of the Presidential Council for Counteracting Corruption, a member of the Government Commission on Crime Prevention and the Expert Council for Contract Relations under the Ministry for Economic Development of the Russian Federation.
Elena Dybova is a member of the Regional Headquarters of the Regional Department of the All-Russia Public Movement PEOPLE’s FRONT FOR RUSSIA in Moscow and head of the Working Group “For Honest and Efficient Economy”. She is married with two children.

Anatoly Popov was born on December 5, 1974 in Novosibirsk.

In 1995, he graduated from Novosibirsk State University with a degree in Applied Mathematics and Informatics, and in 1997 – with a degree in Economics and Enterprise Management.

In 2002, Anatoly Popov completed the INSEAD-Wharton InBev course. In 2007 he completed the INSEAD LEAP Leadership Excellence through Awareness and Practice program in Singapore.

From 1994-2001, he held management positions in the sales departments of regional and international companies.

From 2002-2005, he was Regional Director of Sales at SUN InBev in Novosibirsk.

From 2005-2007, he was Senior Vice-President of Sales in SUN InBev in Moscow.

From 2007-2009, he was General Manager at AB-InBev in Bulgaria and Chief Operations and Commercial Officer in Russia.

From 2010-2011, Anatoly Popov was Chief Executive Officer of VimpelCom in Kazakhstan.

In May 2011, he was appointed Vice-President of Sales at Sberbank.

In February 2016, Anatoly Popov was appointed Senior Vice-President of Sberbank and Head of the Corporate Business Block.

Since June 2018, he has been a member of the Executive Board, Deputy Chairman of the Executive Board, Head of Corporate Investment Business, Sberbank.

Anatoly Popov has been awarded the medal of Order of Merit for Service to the Fatherland (2nd class) and a Letter of Gratitude from the President of Russia.
