With increasing turbulence and new game rules on the international stage, people are experiencing snowballing economic and social disturbance. Inflation, exchange rate volatility, the disruption of supply chains and lifestyles are challenging us to find new solutions in both the economy and the social sphere. For several years now, social entrepreneurs have demonstrated their effectiveness in solving social problems and have become significant partners for the authorities in implementing social policies, in particular federal laws 442 and 189. What tools are needed to develop social enterprises? Why is the growth of social impact important? What is the importance of creating new jobs for socially vulnerable categories of the population?

Governor of Khanty‑Mansi Autonomous Area–Yugra

Natalia Komarova was born on the 21st of October 1955 in Pskov Region, she is married and has two children. In 1978 she graduated from Kommunarsk Institute of Mining and Smelting, the faculty of Engineering and Economics, majoring in “Economics and organization of construction” with awarding of qualification Engineer-economist. She began to work at the Kommunarsk Metallurgical Factory as a labor engineer of the laboratory of industrial engineering in 1978. Then she worked as an economist of the planned-economic CCB department. In 1980 Natalia moved to Novy Urengoi of Tyumen Region, Yamalo-Nenets Autonomous Okrug. There she began to work in the municipal executive committee as a senior inspector. In 1988 Natalia became the chairwoman of the city planning commission. Then she worked as the deputy chairwoman of the municipal executive committee, the deputy of the City Council. In 1992 she became the first deputy of the Head of Administration in Novy Urengoi. In 1994 Natalia was designated as the Head of the city Administration. That year she was elected as a deputy of the State Duma of Yamalo-Nenets Autonomous Okrug and as a deputy of the NoviyUrengoy Municipal Committee. On the 16thof March 1997 Natalia Komarova continued working as the Head of the municipal formation of NoviyUrengoy up to October 2000 according to the elections results. From October 2000 to December 2001 Natalia worked as a deputy of the Governor of Yamalo-Nenets Autonomous Okrug, leading the Economic Committee of the Okrug. At the same time Natalia lectures at the University: she is an associate professor of the Social Management of the Yamal Oil and Gas Institute (branch) of the Tyumen State Oil and Gas University (since 1999). In December 2001 Natalia was elected as a Deputy of the State Duma of the Federal Assembly of the Russian Federation inYamalo-Nenets Autonomous Electoral Okrug. From 2004 to 2007 she is the Head of the Natural Resources and Nature Management Committee of the State Duma of the Federal Assembly of the Russian Federation. In December 2007 Natalia was elected as the deputy of the State Duma of the Federal Assembly of the Russian Federation in Yamalo-Nenets Autonomous Electoral Okrug for the third time. In the State Duma of the fifth assembling she continued to be the Head the Natural Resources and Nature Management Committee. On the 8thof February 2010 the President of Russian Federation Dmitry Medvedev submitted a proposal to the deputies of the Khanty-Mansiysk Autonomous Okrug Duma a candidature of Natalia Komarova as the Governor of the Khanty-Mansiysk Autonomous Okrug –Ugra. At the unscheduled meeting on the 15thof February the deputies in a unanimous vote voice supported her candidature.On the 1stof March Natalia entered the office of the Governor of the Khanty-Mansiysk Autonomous Okrug –Ugra.

For last year worked as the head of the Public Administration Department in the Center for Strategic Research Foundation, before that worked as the Director of the Department of Finance, Budget Process Organization, Methodology and Economics of Education and Science in the Ministry of Education and Science of the Russian Federation. From 2010 until 2013 worked as the Deputy Director of the Department of budgetary policy in the social sector and science in the Ministry of Finance of the Russian Federation where was in charge of monitoring and supporting of the implementation of the reform of budget institutions, budgetary policy in the spheres of education and sport. Previously, implemented projects in the field of management consulting and managed subdivisions in project organizations such as National Training Foundation, IBS, Russian business magazine “Expert”.
Mikhail Alashkevich graduated from Krasnoyarsk State University with a major in World Economics, then postgraduate school of Moscow State Institute of International Relations (MGIMO) in World Economy. After the completion of the Master's program at the Faculty of Political Science at the Moscow school of social and economic science he obtained a Master's degree in Political Science at Manchester University.
The following issues fall within his remit: issues of public sector economics and finance, including budget policy in the social sphere, issues of improving the legal status, developing economic standards and reforming the model of financial support for state and municipal institutions, financial sustainability of organizations, the quality of their financial management. Currently, he is responsible for the methodology of measures of state budgetary support for investment projects, including state guarantees, financial audit, new financial instruments for the development of social sectors, project management, regional development.

Natalya Kremneva

Graduated from the Financial University under the Government of the Russian Federation in Finance and Credit.
The Agency for Strategic Initiatives develops private sector social action, including social entrepreneurship and comprehensive project analysis.
2015–2016: Deputy CEO of Fond Razvitiya Monogorodov (a non-profit organization, part of the Vnesheconombank group), where, among other things, she was in charge of financial aid for investment projects in single-industry cities in Russia and the performance of the Project Office.
2012–2015: deputy head of department in the Ministry for Economic Development, where she supervised investment potential assessment and budget performance, as well as performance of financial development institutions and government guarantees.
2008–2012: management positions in private companies and was in charge of drafting financial feasibility studies and analytics for government agencies.
2003–2008: employed at the Ministry for Economic Development and supervised regulations for financial development institutions and banks.

Candidate of Sociological Sciences, Head of the Committee for Social Entrepreneurship of OPORA RUSSIA, member of the Expert Council of the Agency for Strategic Initiatives in Innovation, Head of the Federal Acceleration Program for Social Entrepreneurship “Social Innovations”.
Since 2003 he has been actively involved in the development of the ecosystem for social entrepreneurship in the Russian Federation. For the first time the technology of accelerating socially significant entrepreneurial projects was developed jointly with the Omsk Social Innovation Center in 2011–2013. Subsequently highly customized accelerating technology has become the basis for the Federal Acceleration Program for Social Entrepreneurship “Social Innovations” that is being implemented in Moscow city, Moscow, Rostov and Perm regions. Since 2015 he has been developing incubation programs for non-profit organizations conductive to strengthening their financial stability and their inclusion in social services market.
As the Head of a working group under the Ministry of Economic Development of the Russian Federation which evaluates practices of Social Innovation Centers and Resource Centers for non-profit organizations, Sergey is actively involved in the development of guidelines for improving the social entrepreneurship and non-profit organizations support network.
