Qualitative changes in the economy are impossible without the development of human capital. Highly qualified personnel are in demand both in the commercial, non-profit and public sectors. Creating a favourable environment for human resources development requires efficient science-based approaches both in the personnel policy of organizations and in general in building a system that encourages young people to be proactive in their creative activities. In Russia, attracting and developing young talent is among the government’s priorities. However, not all young people are aware of the opportunities available for career development after graduation. What are the best practices in attracting young talents to the public and municipal service? Science, social and corporate GR: how can young people promote their ideas through organizations? What should a young manager be like and how do performers become leaders? How did public service and business help young professionals to fulfil; their potential? How did young people, in turn, help the state and business?
