The transition to a new technological reality will lead to the formation of entirely new high-tech markets over the next 10 or 20 years, offering customers advanced technology solutions and brand new products and services. In light of this, the world’s leading economies, including Russia, are actively developing targeted support and public–private partnership programmes aimed at promoting the high-tech industries and markets of the future. How do we ensure the efficiency of these programmes and where is the line between essential support and excessive restriction in state regulation? How do we find a balance between introducing new business models and ensuring the stability of the traditional economy? How do we find ways for Russian tech companies to participate in the formation of new markets?

Dmitry Peskov was born in Voronezh in 1975. In 1998 graduated from Voronezh State University. In 1999 received an MA in political science from the University of Manchester. Since 2000 worked at the Moscow State Institute of International Relations, was responsible for university development strategy. Left the university at the position of the Innovations Director, Deputy Vice-President on science. In 2008 created Metaver, a company that designs new education forms on the suture of education and venture economics. In 2009 became head of Exhibition of Achievements of National Economy. In 2011 became the Director on Young Professionals Direction at Agency for Strategic Initiatives. Member-Expert Council of Government of Russia. Member of the board of trustees of the agency on professional development WorldSkills Russia. Member of the council of Russian Union of Industrialists and Entrepreneurs on development of young, innovative and small entrepreneurial activity. Head of the work group on Best Professional Practices Support at the Presidential Professional Qualifications Council. Member of the commission on 2020 Innovation Strategy implementation. He is on the Board of Directors at Aeroflot-Russian Airlines PJSC, RVK PSC, boards of trustees for Saint Petersburg State University of Information Technologies, Mechanics and Optics and Support Foundation for Visually and Hearing Impaired. Holds various state awards, including the Order ”For Merit to the Fatherland”, 2nd Degree.

Andrej Bievetski

Managing Director, SAP Labs CIS

As Managing Director of SAP Labs, Andrej Bievetski is responsible for the execution of the global SAP Labs Network strategy in Russia and CIS countries. The Network stands for distributed development in 20 R&D and support centers worldwide. Each Lab has specific focus in the realm of products and technologies SAP established Labs in CIS to get access to talents from Russia, support business growth and to collaborate with research institutes and startups. Andrej Bievetski is steering Labs to stronger support digital transformation of customers through co-innovation, specifically around of Internet of Things and Machine Learning. Being seasoned IT-professional with profound financial services background, he is engaged in thought leadership and technology promotion, powering ecosystem through partnerships with Skolkovo Foundation and Russoft. Andrej Bievetski joined SAP in Germany in 1998, where he successfully managed product support team for finance and global center of expertise for banking. Andrej has proven track in large-scale business transformation and SAP implementation projects worldwide In 2014, Andrej relocated to Moscow to leverage his international experience and expertise to support Russian companies. Andrej Bievetski holds MSc in Physics from Freie Universitaet Berlin and MBA from European School of Management and Technology Berlin.

Alexander Galitsky

Co-Founder, Managing Partner, Almaz Capital

Alexander Galitsky is the co-founder and Managing Partner of Almaz Capital Partners. Almaz Capital Partners has offices in Moscow, Russia and Menlo Park, CA, and is backed by Cisco Systems, EBRD and IFC. He is a well-known innovator, entrepreneur and investor in Russia/CIS, Europe and the USA. Prior to Almaz, Alexander formed the ICT investment practice at Russian Technologies, one of the first venture capital funds in Russia, and made a several private successful investments. His past and current investments include: Parallels, Yandex, QIK (sold to Skype), Vyatta (sold to Brocade), Acumatica, Jelastic, NavMaps (sold to TeleAtlas), 2Can, Alawar, AlterGeo, SJLabs (sold to VocalTec), EverNote, GridGain, WikiMart, etc.Prior to his investment career, he founded and headed five successful high-tech companies as CEO, including ELVIS+, TrustWorks Systems (sold to Hamsard), EzWIM (sold to TMT Ventures), ELVIS Telecom (sold to Telenor), NPC ELVIS. He specialized in WiFi, Virtual Private Network technology and product development on the Global market in partnership with Sun Microsystems and was a pioneer of the Russian Internet industry in 90s.

Alexander Gurko

President, Non-commercial Partnership for Development and Use of Navigation Technologies (GLONASS UNION)

He studied at the Cosmonautics and Flight Vehicles School of the Moscow Aviation Institute, graduating in 1994, and earned a financial management degree from the Higher School of Economics under the Government of RF in 1996. In 2004, Mr. Gurko founded and led M2M Telematics Group, which united the leading companies from various segments of Russian navigation information market. From 2009 to 2012, he was the CEO of JSC “Navigation Information Systems” (NIS GLONASS). Since May 2012, Mr. Gurko serves as the President of the Non-commercial Partnership for Development and Use of Navigation Technologies (GLONASS Union), Russian National Navigation Services Provider. GLONASS Union members are leading Russian companies in telecommunication, IT, and navigation markets, leading car manufacturers: JSC “VimpelCom”, JSC “MegaFon“, JSC “MTS”, JSC “Rostelecom”, JSC “Navigation Information Systems”, JSC “Summa Telecom”, JSC "Kronstadt", Cesar Satellite Group, Yandex LLC, Association “GLONASS/GNSS Forum”, CJSC “Russian Telecom Equipment Company” (RTEC), JSC “GLONASS”, JSC “Group T1”, PJSC “KAMAZ” and JSC NIIMA “PROGRESS”. Mr. Gurko is a member of the Presidential Council for Economic Modernization and innovative development of Russia since 2012. In July 2015, he is a member of the Board of Directors the Joint Stock Company "GLONASS", where he heads the Committee for Strategy and Investment.

Sergey Solonin

General Director, FINTECH Association

Sergey Solonin was born on November 28, 1973 in Moscow. Currently he holds positions of CEO of The FinTech Association, co-head of the working group FINNET (Agency for Strategic Initiatives), CEO of QIWI Group. Mr. Solonin has been actively participating in the financial and technological development of Russia, occupying key positions in organizations whose activities are aimed at creating and maintaining a high-tech environment for the functioning of business and government institutions. Also his activity focuses on the development of new educational initiatives and institutions in Russia, providing systematic investment support for federal projects in the development of modern alternative education. For example, Mr. Solonin is a co-investor of the Creative Thinking School of ICRA, the British Higher School of Design, the Moscow Film School, the School of computer technologies — Scream School, the MARCH Architectural School, and the founder of the Center for the Promotion of Innovations in Education. Education: 1996 - Finance University under the Government of the Russian Federation, majoring in Finance and Credit. 2012 - certificate of completion of the Stanford Executive Program. Ruslan Yunusov

Chief Executive Officer, Russian Quantum Center

Ruslan Yunusov has 10 years of experience as CFO and CEO of innovation, investment, oil and gas companies and currently is the CEO of the Russian Quantum Center (RQC). RQC is a leading scientific organization in Russia conducting research and development the field of quantum physics and quantum technologies. Ruslan is candidate of Physical and Mathematical Sciences who has authored a number of scientific publications in physics and economics.
