Cooperation between Russia and Kazakhstan is at a high level in both the business community and in educational and cultural spheres. We are connected to the Republic of Kazakhstan by historical ties, shared cultural values, and economic and integration cooperation. The current transformation of the international economy, which the industry is undergoing today, has required new solutions and new formats of interaction for businesses. In 2024, we celebrate the anniversary of the integration partnership of the EAEU, which has further strengthened the Russian-Kazakh dialogue through the laws and standards of the EAEU in the field of entrepreneurship and industrial development. Finding solutions to the challenges faced by the industry is the focus of many institutions: from the government, business councils, and sectoral business associations, to diplomatic services and the supranational institution of the EAEU. However, even with such multifaceted and long-term cooperation between the two countries, various institutions influence it in different ways. What does Russian-Kazakh cooperation look like in 2024? What promising business projects are currently being implemented in Russian-Kazakh cooperation? Do diplomatic institutions and associations contribute to strengthening the economic agenda of the two countries? How is the industry in Russia and Kazakhstan navigating the transformation period under new conditions?

1986: Graduated from the Moscow Timiryazev Agricultural Academy with a degree in Economic Cybernetics. PHD in Economics.

1986–1993: Senior laboratory technician at the Economic Cybernetics Department, junior research fellow, research fellow, senior research fellow at the laboratory for economic mechanism improvement at the Moscow Timiryazev Agricultural Academy.

1993–1998: Chief specialist, deputy head of the International Cooperation Department of the Russian State Committee on Land Resources and Land Management.

April–July 1998: Head of the Department of State Registration of Real Estate Rights at the Russian State Land Committee.

July–December 1998: Head of the Information and Analysis Department at the Russian Ministry of Land Policy, Construction, Housing and Utilities.

1998–1999: Head of the Information and Analysis Department at the Russian State Land Committee.

1999–2000: Head of the Information and Analysis Department at the Russian Land Policy Committee.

August 2000: Appointed deputy head of the Russian Federal Cadastre Service.

April 2004: Acting deputy head, July 2004: Deputy head of the Federal Real Estate Cadastre Agency.

2007–2008: Deputy head of the Federal Agency on Special Economic Zones Management.

2008–2010: Held senior positions at UFG Asset Management Group.

He has three university degrees, graduating in 1996 from Lomonosov Moscow State University with a degree in physics. Graduated from Lomonosov Moscow State University with a degree in physics in 1996 and Lomonosov Moscow State University with a degree in law in 1998. Graduated from the Lomonosov Moscow State University with a degree in law in 1996 and the All-Russian State Tax Academy with a degree in finance and credit in 2001.

PhD in Law.

From 1998 to 2000 worked in the Inter-District Inspectorate No. 40 of the Ministry of Taxes and Duties of the Russian Federation in Moscow.

From 2000 to 2002 he held various positions in the Ministry of Taxes and Duties of the Russian Federation.

From 2002 to 2005, he was head of the Credit Organizations Department of the Ministry of Taxes and Duties of the Russian Federation.

From 2005 to 2008, he was Head of the Department of the Federal Tax Service for the Arkhangelsk Region and Nenets Autonomous District.

From 2008 to 2009, he was head of the Administration of the Federal Tax Service of the Stavropol Territory.

From 2009 to 2010, he was deputy head of the IT Department of the Federal Tax Service.

From 2010 to 2011, he was deputy head of the Administration of the Federal Tax Service in the Pskov Region.

In July 2011, he was appointed Head of the Transfer Pricing and International Cooperation Department of the Federal Tax Service.

In June 2014, he was appointed Head of the Department of Standards and International Cooperation of the Federal Tax Service.

In April 2018, he was appointed Head of the International Cooperation and Currency Control Department of the Federal Tax Service.

He holds the class rank of State Counsellor of the Russian Federation, 1st Class.

On 29 October 2019, he was appointed Deputy Head of the Federal Tax Service by order of the Government of the Russian Federation.

Vladimir Padalko

Vladimir Padalko is an entrepreneur and formerly a USSR overseas trade specialist.
He has a diploma in Economics and is fluent in several foreign languages.
His main focus is foreign trade with countries in East Asia.
In 1990-s Vladimir Padalko was one of Russia’s pioneers in China and Hong Kong markets.
He got his second degree in Beijing.
Joined Russian Chamber of Industry and Commerce in 1995. Between 1996–2012, Vladimir Padalko represented RCIC abroad a number of times, including his position of the Head of RCIC regional office in East Asia.
He has been actively creating common economic space between Russia and the countries of Central Asia and the Pacific Rim. Represented RCIC in intergovernmental commissions with Asian countries, as well as expert councils of international entrepreneurial organizations.
Joined RCIC top management in July 2012.
