Low-Carbon Economy as a Driver for the Development of Russia, China, and Eurasian States

Nowadays, it is difficult to envision sustainable economic development for most countries without taking the climate agenda into account. The implementation of low-carbon technologies forms the fundamental basis for sustainable development, particularly in the energy and transportation sectors, as well as urban management. Developing energy-efficient and resource-saving technologies, renewable energy sources, and carbon capture are among the top priorities for the economy of the Greater Eurasia region. Countries in this region possess unique technological solutions and potential for international cooperation, the development of a technology transfer system, as well as the creation of a carbon unit market. At the same time, it is important to recognize that natural gas is a crucial energy resource capable of supporting the primary objectives of a low-carbon economy while also serving as an 'insurance' function in the development of alternative energy. The formation of a common gas transportation infrastructure, utilizing both pipeline systems and LNG terminals in Eurasia, serves as the foundation for ensuring the energy security of countries interested in integration processes, considering the development of new transport and logistics corridors. How can the right balance be found between adhering to the climate agenda and advancing the development of industry, mineral extraction and processing, the agricultural sector, and transportation? What measures can be taken to harmonize the steps towards achieving the set goals of sustainable economic development among energy resource producers and consumers, government authorities, and the expert community? This includes considering the readiness of countries in the Eurasian region to establish sustainable cooperative links among themselves, models of industrial symbiosis, and the development of integration mechanisms in the field of implementing low-carbon technology during the energy transition. What are the opportunities for synchronizing low-carbon initiatives of Russia, China, and other countries of the Eurasian macro-region, our carbon unit markets, and common standards in this field?
