Business Programme of Drug Security Forum Published

The official website of the Drug Security Forum has published the business programme for the event. The Forum will take place on the opening day of the St. Petersburg International Economic Forum (14 June 2023). The Forum is held annually and is the leading platform for discussing the business agenda of the pharmaceutical industry.

The event is organized by the Roscongress Foundation and the Ministry of Health of the Russian Federation with the support of the Subcommittee for drug circulation, development of pharmaceutical and medical industry of the State Duma Committee on Health Protection.

“In the current situation, it is particularly important for the government to ensure national sovereignty in the field of medical products. The second important aspect is innovation. Russia should develop its own production, including production of pharmaceutical substances. Regulatory policy must ensure effective market access for both reproduced and innovative domestic products. We must ensure national drug security – Russian citizens must be guaranteed an uninterrupted supply of effective and safe drugs in the required volume,” said Mikhail Murashko, Minister of Health of the Russian Federation.

The plenary session of the Forum will focus on national drug policy on the way to the sovereignty of the Russian Federation. Today, in the context of geopolitical challenges, the role of national medicine policy in the country’s economic security strategy is of critical importance. One of the priorities of state policy in regulating the circulation of medicines and medical devices is to achieve import-independent production of medicines, primarily those from the VED list and those of strategic importance. Participants will discuss what regulatory policies have helped the pharmaceutical industry to withstand sanctions and ensure uninterrupted supply of strategically important medicines, what challenges the pharmaceutical supply system faces today and what strategies can counter them, what incentives from the state can facilitate the task of achieving sovereignty in the time required under sanctions, and how in the current environment to increase market supply with innovative medicines and strengthen the export potential of Russia

Within the session ‘Regulatory response to economic sanctions: new mechanisms vital for future development of the pharmaceutical industry’, experts will discuss the issues of providing citizens with affordable and quality medicines in the context of restrictive economic measures imposed on the Russian Federation. The Russian regulatory system, using the experience accumulated during the pandemic of making effective decisions in an extremely short period of time, demonstrates resilience and willingness to respond promptly to global challenges with constructiveness and flexibility, based on the principles of openness and cooperation. An essential element for the development of the industry is the drafting of effective legislative innovations and the introduction of effective government support mechanisms to ensure the further development of the national pharmaceutical industry.

The business programme also includes expert discussions on international cooperation in the field of new technologies in diabetes therapy, drug provision for patients with cancer, orphan diseases, as well as the new development strategy for the Russian pharmaceutical industry ‘Pharma 2030’, development of personalized medicine, digital transformation of the pharmaceutical industry, and other relevant topics.

Sessions of the Drug Security Forum are organized with the support of the Ministry of Industry and Trade of the Russian Federation, Roszdravnadzor, the Scientific Centre for Expert Evaluation of Medical Products of the Russian Ministry of Health, the Russian Research Institute of Health of the Russian Ministry of Health, the Centre for Expertise and Quality Control of Medical Care of the Russian Ministry of Health, the Association of Pharmaceutical Manufacturers of the Eurasian Economic Union and other organizations.
