Deputy General Director, Russia - the Country of Opportunities

Anton Serikov graduated from the Rostov State University in 2002 with a degree in sociology, defended his candidate thesis in sociology, and graduated from the doctoral studies at the Southern Federal University. He received additional education at the Moscow State Institute of International Relations (MGIMO Department of Political Science), School of Management Skolkovo (rectors’ courses ‘New Leaders of Higher Education’), RANEPA (Graduate School of Public Administration). Starting in 2005, he worked at the Southern Federal University, serving as a teacher, head of laboratory, dean of the faculty and director of the institute. He was involved in the issues of Russian regional policy and national security.
In 2018, Anton Serikov became a finalist in the Leaders of Russia national management competition, and, based on its results, he was invited to work for the Office of Internal Policy of the Presidential Domestic Policy Directorate. He headed the department of organizational support and received the state rank of Full State Counsellor class III. Later he joined the independent non-profit organization ‘Russia: the Country of Opportunities’ established by the President of the Russian Federation, and was in charge of interaction with partners. He currently serves as project leader at the independent non-profit organization ‘Russia: the Country of Opportunities’ in charge of building a regional network and interacting with universities and government agencies.

He has MBA (Master of Business Administration) in 'Corporate Finance', University of Hardford (USA).
He has certificates on audit, taxes and financial accounting – CMA (Certified Management Accountant) and CPA (Certified Public Accountant).
Professional experience
He worked at the Academy of Sciences of the USSR. Since 1992 to 1998 he has been studying and working in the USA. He worked as a financial manager in Pratt & Whitney company. Since 1998 he has started his work at 'Interros' Holding company system. In 1998 he worked at 'ONEXIM-bank' company. From 1998 to 2003 he worked at 'Interros Development' company. From 2003 to 2009 he was a Director General of the 'Open Investments' (OPIN) development company. Since 2009 till now he is a Director General of 'Rosa Khutor' company. Since 2009 till now he has been a Chairman of the Board of Trustees of the Pavlovo Gymnasium. Since 2012 till now he has been a Chairman of the Board of Directors of 'Agranta' group of companies.

Bogdan Bulychev – Head of the Centre for the Support and Development of Expeditionary Activities and Tourist Attraction of the RGO Expo Regions, Ambassador of the Arctic, Far East and TOYOTA in Russia. Organizer of international projects that aim to promote and increase tourist flows to regions of the Far East and Arctic.
During the existence of the RGO Expo Expeditionary Centre since 2015, more than 15 major international and Russian expeditions have been conducted with views by more than 350,000,000 people. The RGO Expo team and its head Bogdan Bulychev have become recognizable on virtually every continent in the world. The Arctic-Dixon and North Pole projects were viewed by 198 million and 168 million people, respectively.

Mr. Dolgov was born in 1968.
1990 — He graduated from Moscow State Institute (University) of International Relations with a major in international relations.

2004—2011 — Deputy Permanent Representative of the Russian Federation to the UN in New York.
April 2011 — Commissioner of the Russian Ministry of Foreign Affairs for Human Rights, Democracy and the Supremacy of Law and Ambassador at Large.
November 2011—October 2013 — Co-Chairman of the Working Group on Civil Society of the Russian-American Presidential Commission.
Mr. Dolgov is a member of the Coordinating Council of the Chairman of the Federation Council for Interaction with Civil Society Institutions, the Expert Council under the Commissioner of the Russian President for Child Rights, the Working Group under the Federation Council in charge of verifying the observance of the constitutional rights of Russian citizens to the inviolability of private life as well as personal and family privacy when processing personal data.
In 2013, he was nominated by the Russian Federation as a candidate for the post of the OSCE High Commissioner on National Minorities.
As of 24 November 2014, he has been a member of the Coordinating Council under the Russian President for the National Action Strategy for Children in 2012—2017.

Elena Lysenkova

Since 2000, Elena has been involved in the development and operational management of projects in the hospitality industry in Russia, the CIS and Europe.
She has created the concept of hotel chains development and supervised the launch of hotels throughout the country and abroad, was engaged in projects consulting in the hotel and tourism sector, and implemented more than 4,000 projects of various scales under International and Russian brands.
Currently, Elena is engaged in the development of domestic and inbound tourism in the Federal Agency for Tourism.

Alexey Chekunkov

Minister of the Russian Federation for the Development of the Far East and the Arctic

Alexey Chekunkov has been the head of the Far East Development Fund since October, 2014.In 2013-2014 Alexey managed his own investment company PAMIR Capital before appointment to the position of the Far East Development Fund Chief Executive Officer. In 2011-2013 he worked as a Director, Member of the Management Board and Investment Committee in the Russian Direct Investment Fund (RDIF). Mr. Chekunkov was responsible for investments in healthcare, energy saving, raw materials sector as well as for establishing of the Russian-Chinese Investment Fund with 2 billion dollars capital. In 2009-2011 Alexey managed his own investment company New Nations Capital (venture capital investments, investment banking). In 2006-2009 he worked in the position of Managing Director in the investment company United Gold Company (UGC), being a part of Alfa-Group consortium.In 2003-2006 he was Vice-President in Delta Private Equity, one of the leading private equity companies in Russia, managing over 500 million dollars capital. He participated in a number of landmark deals including sale of Delta Bank, of TV channels STS and TV-3, of the National Cable Networks holding, of the company Compulink. In 2002-2003 Mr. Chekunkov took part in consolidation of gold-mining assets in the Republic of Sakha (Yakutia) as the Projects Director in the Investment Group Alrosa. On November 10, 2020, by decree of the President of the Russian Federation, he was appointed Minister of the Russian Federation for the Development of the Far East and the Arctic.

1996–2001: studied Jurisprudence at the Moscow Consumer Cooperation University. 2001–2004: Lawyer (private law practice) 2004–2005: Advisor to the Governor of the Ryazan Region and later Head of the Expert Department at the Administration of the President of the Chuvash Republic.
2006–2007: Deputy Director of Construction Department, Head of Support Team for the national project Affordable Housing promoted by the Russian Ministry of Regional Development.

From July 2009: Vice-President of the National Union of Water Utility. 2011–2012: Executive Director of the Socioeconomic and Political Research Institute Fund under the All-Russia People’s Front. Since October 2011: Executive Director of NP Development of Housing and Utilities. Since August 2012: member of the Advisory Panel under the Russian Government and Head of the Working Group for Development of Housing and Utilities under the Advisory Panel of the Russian Government. 6 December 2013: appointed to the position of Deputy Minister of Construction, Housing and Utilities, Russian Federation. 1 October 2014: appointed Chief State Housing Inspector of Russia.
