Recent experience shows that social groups and network communities that are not bound into rigid hierarchical structures but united, among other things, by the challenges of the "new ethics" are increasingly engaged in a struggle with traditional institutions of civil society and the state for a dominant role in defining agendas, values, meanings and modern micro-ideologies. To what extent is this trend characteristic of certain countries? What role can it play in the development of Russia in the near future, and what solutions should traditional institutions of civil society and the political class offer in order to ensure that competition between networks and institutions does not lead to chaos? On the basis of the successful Russian experience of partnership between the state and communities during the pandemic the leading experts will try to answer these questions.

Ruben Vardanyan is an evolutionary visionary who, for over 30 years, has brought together people with different backgrounds, experiences and capabilities to implement partnership projects that transform the socio-economic environment. In the late 1990s and early 2000s, Ruben was part of a group that initiated a public discussion on the future of Russia and Armenia within the framework of “Club 2015” in Moscow and the “Armenia 2020” project. He is the recipient of numerous Russian and international awards. In 2001, Fortune magazine listed Ruben as one of the “25 Rising Stars of the New Generation” and the World Economic Forum named him one of the 100 Global Leaders of Tomorrow.

Elizaveta Oleskina

Director, Old Age for Joy Charitable Foundation

Graduate of Faculty of Philology, Lomonosov Moscow State University, founder and director/CEO of “Enjoyable Ageing” charitable fund, a non-profit organisation aimed at helping elderly and disabled people, member of the Council on Guardianship under the Government of the Russian Federation. The foundation led by Elizaveta provides psychological, financial, medical, social and welfare support as well as information and advice to elderly people in difficult situations. Currently the foundation is collaborating with 25 regions, supervising 150 care homes, paying the wages of 160 carers, training the staff for care organisations. Apart from that, the fund is setting up a reliable home care service. It was “Enjoyable Ageing” that initiated the establishment of public long-term care system in Russia and is now actively participating in developing its mechanisms. Since 2018 the foundation will be part of the Federal pilot project of implementing the LTC system in accordance with the President’s order.

Lev Jakobson

Lev Jakobson is Doctor of Economics, Vice President, National Research University Higher School of Economics, Professor at the Department of Applied Economics, Academic Supervisor of the Centre for Studies of Civil Society and Non-Profit Sector at the National Research University Higher School of Economics. In 1972, he graduated from the Faculty of Economics, Moscow State University, and in 1975 defended his thesis for the degree of the Candidate of Sciences, and in 1988 took his doctoral degree. From 1975 to 1997 – Senior Lecturer, associate professor, professor at the Faculty of Economics, Lomonosov Moscow State University. Since 1997 – Vice Rector, First Vice Rector, Vice President of the National Research University Higher School of Economics. Lev Jakobson is currently a Member of the Anti-Corruption Council under the President of the Russian Federation, Member of the Government Expert Council, Member of the Council for Public Television. He has authored over 300 works on economic theory, public administration, civil society development, social policy and finance, including monographs, textbooks, and articles in Russian and foreign journals. By the Presidential Decree Lev Jakobson has been awarded with the Order of Honour (2009), Order “For Merit to the Fatherland” 4th class (2012) and the Order of Alexander Nevskiy (2020), Honoured Worker of Higher School of the Russian Federation. Lev Jakobson has been honoured with three Presidential Commendations and a Russian Government Commendation. He has been ordered with the French Ordre des Palmes académiques.
