“According to IQVIA, Russia is home to more than 900 manufacturers (92 companies with revenue of more than USD 15 million in 2021). RNC Pharma found that 76.7% of raw materials imported to Russia in 2021 came from India and China and 19.7% came from EU countries. Russia imported a total of 15,800 tonnes of pharmaceutical substances worth RUB 195.4 billion last year”. The country’s import substitution agenda has taken on increased importance due to the challenges of 2022. Russia must become independent of imported medicines, medical devices, and equipment. Long-term solutions need to found as soon as possible in order to build logistics tracks, replace imported raw materials in manufacturing, and prevent a shortage of high-quality components and vital medical products. To saturate the Russian market, it is essential to accelerate the introduction of domestic developments, provide financial support, and establish technological chains at all stages of production, from the procurement of raw materials to the production of a final product that is competitive compared with world analogues. What state support measures for key enterprises in the pharmaceutical and medical industries, product distributors, and pharmacy chains envisage the development of the Russian pharmaceutical industry? Can Russian production facilities provide high-precision equipment to the market? What measures to support small and medium-sized pharmaceutical businesses could contribute to the development of the pharmaceutical market? What risks exist after the timeframe for the state registration and expert examination of the quality of medicines is shortened?

Alexey Leonidovich Kedrin was born on September 28, 1966 in Onega, Arkhangelsk region. After graduating from the Faculty of Journalism of Leningrad State University, Alexey worked in the field of public relations in Saint-Petersburg City Administration. After that, Alexey held senior positions in Russian Presidential Academy of National Economy and Public Administration under the President of the Russian Federation and in FMCG market companies.
Today Alexey is the Chairman of the Board of the Association of Pharmaceutical Manufacturers of the Eurasian Economic Union.

Mihkail started his career at GlaxoSmithKline. He left the company being Regional Director of Health Services of the commercial Department.

Mikhail graduated from the biological faculty of the Moscow State University with a master’s degree in biochemistry.

Vasily Osmakov

First Deputy Minister of Industry and Trade of the Russian Federation

Born June 8, 1983, Moscow. 2005: graduated from Moscow State University, Institute of Asian and African Studies.
2008: gained his CSc from the State University of Management in Moscow.
Career background: 2004–2008: Ministry of Industry and Energy: Head of Strategic Planning and Research Department; Assistant Administrator of Strategic Planning and Research Department; Assistant Administrator of Priority Projects Support under the Economic Analysis and Planning Division; Advisor to the Public Relations Department; Senior Expert of the PR Department. 2008–2012: Assistant and Advisor to the Minister of Industry and Trade of the Russian Federation.
2012–2016: Director of Strategic Development and Project Management Department, Ministry of Industry and Trade of the Russian Federation. 31 August 2016: appointed Deputy Minister of Industry and Trade of the Russian Federation.
Since 2015, Mr Osmakov has held the title of Full State Counsellor. CSc in Economics. Married with a child.

Petr Rodionov

Born in 1978 in Leningrad.
Education: School of Economics, St. Petersburg State University; internship at Yale University, USA, in 1995–1996.
Pytr Rodionov became the CEO of GEROPHARM in 2001. Under his leadership, the company stepped up to be an efficient business entity and a major player in Russia’s pharmaceutical market, as well as a recognized expert in the professional community.
In 2013–2017 Pyor Rodionov received the Chief of the Year award and the Expert of the Year title (from Expert North-West magazine), entered TOP 250 of Russia’s CEOs and won the Entrepreneur of the Year award (EY) and RBC Award (St. Petersburg).
Pyotr Rodionov is a member of Delovaya Rossiya All Russia Public Organization, Council on Guardianship under the Government of the Russian Federation and Subcommittee on circulation of medicines under the Commission on Healthcare of the Government of the Russian Federation. In 2016 he joined State Duma Committee for biotechnology, pharmaceutical and medical industry, as well as Social and Business Council of the Healthcare Strategic Development Project under the Government of the Russian Federation.

Aleksandr Semenov

President, Active Component

Alexander Semenov has been working for the benefit of the pharmaceutical industry for more than 25 years, under his professional leadership, in October 2020, Active Component JSC concluded a special investment contract (SPIC) with St. Petersburg and the Ministry of Industry and Trade of the Russian Federation, and in December 2020, with the participation of officials of the Government of the Russian Federation, launched the 1st stage of the second production site of chemical pharmaceutical substances, most of which were not previously produced in Russia. Currently, the Company's portfolio includes over 60 INN substances for the most popular and socially significant medicines. Thanks to personal participation, strategic thinking and deep involvement of Alexander Semenov in management processes, Active Component is constantly increasing its production portfolio, the number of its own unique developments, the volume of products and creates new jobs. Through its activities, the Company contributes to the prosperity of the region, strengthening the national security of the country and reducing dependence on imported drugs, which served as its inclusion in the federal register of system-forming enterprises. Alexander was awarded the Gratitude of the Governor of St. Petersburg and is the winner of the "TOP CEO of 2021" competition according to Kommersant, is happily married and has four children.

Vladimir Shipkov

Professional activity
For a long time Mr. Shipkov has worked in the different governmental institutions. He has a deep knowledge and understanding of governmental functioning, as well as a wide range of contacts that contribute to the execution of the assigned duties in AIPM. His career of the government em-ployee includes, among other, the functions of the Director of Pharmaceutical Inspection of the Ministry of Healthcare of the Russian Federation, Deputy Director of the Federal Service of Intel-lectual Property, Patents and Trademarks (Russian Agency for Patents and Trademarks). Mr. Ship-kov also has working experience in the State Duma of the Russian Federation, State Customs Committee of the Russian Federation, banking sector. He served on actual military service.
Since 2007 he is heading of the Association of International Pharmaceutical Manufacturers.
