The expansion of higher education in Russia is an important foundation to creating additional innovative capacity, but it also contains an inherent risk that the curriculum provided by universities and the skill-set acquired by the graduates do not meet the actual needs of an economy. Fundamental new approaches to the education and continuous training of the workforce may be required, including broadening the possibilities for executive education.

1) How important is higher education as a foundation to economic modernization?
2) What are the actual, available and optimal levels of expenditure for education for various scenarios of Russia’s development? How can the share of education related services in GDP be increased without increasing public expenditure?
3) What are the possible ways to increase the synergies between university and executive education? What are the prospects for executive education as part of the professional educational system in Russia and abroad?
