TRAINING YOUNG RUSSIAN PROFESSIONALS AT THE WORLD’S LEADING UNIVERSITIES

Russian President Dmitry Medvedev has recently announced the introduction of a new support programme, developed on the basis of similar programmes implemented by the U.S., China, Brazil, Singapore and Kazakhstan, which will promote studies by Russian students and training of Russian specialists at the world’s leading universities.

1) What are the goals set by the governments of growth economies for their specialist training programmes at foreign universities? Have the programmes had a significant impact on economic growth and R&D to date?
2) What are the challenges encountered by foreign government programmes, and how are they being addressed? Will Russia face similar issues?
3) Can the new Russian programme for training at foreign universities serve as a social lift, and what steps should be taken to prevent it from becoming a privilege for the elite? Will the graduates be compelled to return to Russia, and will they be in demand?
