Programme

Over the past year, Russia has had to deal with serious challenges that have affected almost all spheres of life and have manifested themselves, among other ways, in the outflow of technology and skilled personnel. The non-commercial sector in general and donors in particular face the challenge of preserving, understanding, and sharing their existing experience, as well as creating and accumulating new expertise. Today, it is crucial to not only talk about the knowledge needed for the non-commercial sector to develop and become more professional, but also about topical issues that donors and charitable organizations are grappling with as part of their key programmes, which aim to develop education, science, culture, and healthcare, among other things. In this dialogue, there is a special role for the promotion of the institution of mentoring, support for professionals, and each individual’s overall contribution to the development and preservation of Russia’s competitiveness. Culture of sharing experience: how can we teach the sector to share and accept knowledge and materials? What expertise does the non-commercial sector need and where can it be obtained? Why is there no institutionalized education for charity managers? Is it essential? How can we organize partnerships among non-commercial organizations, donors, and educational organizations? What could be the overall goals of such cooperation? How does the business/non-commercial sector/government utilize the resources of ‘mentors’ to create a supportive and developing environment? What will the leaders of non-commercial organizations be like in 10 years and how will they differ from previous generations of non-commercial organization leaders?

Work experience:
2008-2010: worked in consulting company, was responsible for working out business plans, infrastructure projects and policies in innovation sphere.
2010-2013: worked in STC group («Speech Technology Center»), in 2011 became chief operating officer of LLC «STC-innovations», led a number of projects devoted to biometric technologies.
2013-2016: worked in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, first as head of infrastructure unit, than since 2015 as Deputy director of the High Technologies Development Department. Was responsible for IT-industry development and supporting of technology parks.
2016-2017: worked in the Russian Venture Company (project office of the National Technology Initiative) as a Director of the NTI ecosystem development Department.
In May of 2017 became Deputy Director of the Presidential Grants Foundation, responsible for the organization of competitions for Russian non-profit organizations, pretending for grants of the President of the Russian Federation. Also responsible for monitoring and control of the implementation of supported projects.

Was born on August 11, 1993 in Moscow.
In 2015 he graduated from the State University of Management, specializing in "Organization Management".
Since 2016 he has been leading the working group on the preparation of the Concept for the Development of Cooperation among the CIS Countries to Support the Youth Volunteer Movement.
The aim of this work is to form high-quality partnership between public organizations of the CIS countries for the purpose of their friendship and cooperation. At the moment, the Concept is developed and is at the approval of the Heads of Governments of the CIS member states.
Since March 2016 to present he heads the Association of Volunteer Centers, holding the position of the Chairman of the Council.
Metelev Artem P. is the Deputy Head of the Directorate for the Year
of Volunteer in the Russian Federation.
The high appreciation of Artem P. Metelev’s contribution was expressed by his appointment as a member of the Public Chamber of the Russian Federation by the Decree of the President of Russia in March 2017.

Since 2010, she has headed the Elena and Gennady Timchenko Charitable Foundation. Since 2023, she has been the Chair of the Supervisory Board of the Foundation. Member of the Public Council under the Russian Ministry of Labor and Social Protection, Head of the Senior Citizen section of the Russian Government Council for Guardianship in the Social Sphere, Member of the Council for the Development of Social Innovation of the Subjects of the Russian Federation under the Federation Council, member of the Expert Board for Advancing New Projects with the Agency of Strategic Initiatives, member of the Joint Advisory Board of the Presidential Grants Foundation, Co-Chair of the Working Group for the Expert Development of the "Active Ageing in the Russian Federation" Concept at the Higher School of Economics.
The Timchenko Foundation is one of the country's largest family charitable foundations, which has worked in 80 Russian regions since 2010. Over 12 years, the Foundation has supported 4,461 projects and held 29 competitions. These include the competitions "Active Generation", "Cultural Mosaic of Small Towns and Villages", "Good Ice", "Right Family Course", "Family Fairway", "Family Haven", "Immediate Circle", "Voice of a Child", "Linked Communities".
The Foundation supports local communities in small territories in two areas: Family Care and Development of Children and Teenagers. The Foundation’s three target groups are older people who are unable to fully fend for themselves and need assistance from others; underprivileged families with children; as well as children and teenagers.
