Alexander Afanasiev has been Chairman of the Executive Board and CEO of Moscow Exchange since June 2012. Prior to joining Moscow Exchange, he spent 13 years at Bank WestLB Vostok, a subsidiary of the German banking group WestLB AG, most recently as a Deputy Chairman of the Executive Board. Prior to his work at WestLB, Mr Afanasiev was an Executive Board member of Bank Imperial. From 2005 to 2011 Mr Afanasiev was Chairman of the MICEX FX Market Council. From 2009 to 2013 he co-chaired the National Foreign Exchange Association and from 2011 to 2014 the National Securities Market Association. Mr Afanasiev has been working in the Russian financial sector since 1991. He worked at the Bank of Russia earlier in his career, and was among the founders of the Russian Project Finance Bank, the first investment bank with foreign capital in Russia. He subsequently served as Executive Director of this bank. Alexander Afanasiev graduated from the Moscow Financial Institute with a degree in international economic relations and holds a PhD in economics.

Andrei Bougrov is a Deputy CEO, Deputy Chairman of the Board of Directors of MMC Norilsk Nickel and Member of its Management Board. He also served as Chairman and Member of the Board of Directors of MMC Norilsk Nickel and was Senior Managing Director of Interros Holding Company. Prior to that in 1993-2002 Mr. Bougrov was Russia’s Principal Resident Representative and Executive Director at the World Bank. Before joining the World Bank Mr. Bougrov was a senior staff member of the European Bank for Reconstruction and Development in London. He received a BA and a Master’s Degree with first class honors from the Moscow State Institute for International Relations, completed post-graduate studies and received a Ph.D. in economics.

David Gray joined PwC in London in 1987 and has been with PwC Russia since 1994. On 1 July 2011, David was appointed as Managing Partner of PwC Russia. Prior to this appointment, he led PwC's Energy, Utilities and Mining practice in Central and Eastern Europe. David has been working in Russia for more than 19 years and has helped build a market-leading practice. He has a wealth of experience in the Russian market and in-depth knowledge of our firm, team and clients. David brings energy, commitment and vision to the task of achieving PwC Russia’s ambitious strategy. David is a member of the Institute of Chartered Accountants in England and Wales. He holds a degree in Geography from the University of Newcastle (UK) as well as a PhD in Economic Geography from the University of London.

The Chairman of the Management Board manages the operations of the Bank and the Management Board in compliance with the Bank’s Charter. The Chairman of the Management Board is elected for four years. The Chairman is answerable to the Bank’s Board regarding resolutions, organization of the Bank’s activities and the Bank’s performance. The competences of the Chairman of the Management Board are specified in the Bank’s charter. Dmitry Pankin graduated from the Political Economy Department of the Leningrad State University named after Andrey Zhdanov, and is a candidate of economics. He had professional development courses at Bocconi University in Milan and the City University Business School in London. In 1999-2000, Dmitry Pankin headed a department at RAO UES of Russia. In 2000-2003, he chaired the Board at the St. Petersburg Bank for Reconstruction and Development. In 2004-2011, he worked as Deputy Director and then Director of the Department for International Financial Relations, Public Debt and Public Financial Assets at the Russian Ministry of Finance, and then as Deputy Minister of Finance. In 2011-2013, he headed the Federal Financial Markets Service of the Russian Federation. In 2013-2015, Dmitry Pankin was Deputy Minister of Finance of the Russian Federation. On 6 February 2015 he was appointed as the Chairman of the Management Board at EDB. Dmitry Pankin was awarded the Second Class Medal of the Order for Merit to the Fatherland in 2007 and the Order of Friendship in 2011, and received acknowledgement letters from the President and the Minister of Finance of the Russian Federation. Dmitry Pankin is an active First Class State Counsellor of the Russian Federation.

Dmitry Peskov was born in Voronezh in 1975. In 1998 graduated from Voronezh State University. In 1999 received an MA in political science from the University of Manchester. Since 2000 worked at the Moscow State Institute of International Relations, was responsible for university development strategy. Left the university at the position of the Innovations Director, Deputy Vice-President on science. In 2008 created Metaver, a company that designs new education forms on the suture of education and venture economics. In 2009 became head of Exhibition of Achievements of National Economy. In 2011 became the Director on Young Professionals Direction at Agency for Strategic Initiatives. Member-Expert Council of Government of Russia. Member of the board of trustees of the agency on professional development WorldSkills Russia. Member of the council of Russian Union of Industrialists and Entrepreneurs on development of young, innovative and small entrepreneurial activity. Head of the work group on Best Professional Practices Support at the Presidential Professional Qualifications Council. Member of the commission on 2020 Innovation Strategy implementation. He is on the Board of Directors at Aeroflot-Russian Airlines PJSC, RVK PSC, boards of trustees for Saint Petersburg State University of Information Technologies, Mechanics and Optics and Support Foundation for Visually and Hearing Impaired. Holds various state awards, including the Order ”For Merit to the Fatherland”, 2nd Degree.
