Professor Vladimir L. Kvint is a Dr. of Economics, Member of the Bretton Woods Committee (Washington, DC), Fellow (life-time) of the Russian Academy of Sciences, of the World Academy of Art and Science, Professor of International Business Strategy at LaSalle University, Head of the Financial Strategy Department at Lomonosov Moscow State University' Moscow School of Economics and Head of the Center for Strategic Studies at Lomonosov Moscow State University; Head of Department at North-Western Institute of Management. He had been Professor of Management Systems and Business Strategy of New York, Fordham and American Universities in the US. Dr. Kvint is the award-winning author of "The Global Emerging Market: Strategic Management and Economics", published in 2009 by Routledge in New York and London. This book was published in Russian in 2012. His new 2015 upcoming book "Strategy for the Global Market" is publishing by Routledge in New York and London. Dr. Kvint is an internationally recognized expert in fields of economic and financial national, regional and corporate strategies, with experience as a strategist, supervisor, and strategic adviser for the governments and corporations of the Russian Federation, the United States, Brazil, Taiwan, China, Albania, and Bulgaria, among others. He had been an adviser to several Presidents of the UN General Assembly.

Date of birth – 8 October, 1932. Educational qualifications: Prof. Abel Aganbegyan graduated from the Moscow State Economic Institute (1955). He earned his PhD in Economics in 1957 and DSc in Economics in 1963. In 1964 he was elected as a corresponding member of the Academy of Sciences of the USSR, and in 1974 – a full member of the Academy of Sciences of the USSR. He is Doctor of Economics, professor, academician of the Russian Academy of Sciences. Professional Experience and other relevant employment: 1955-1961 – The State Committee for Labour and Wages, General Economic Department, Deputy Head. 1961-1985 – The Institute of Economics and Industrial Engineering, Siberian Branch of the Academy of Sciences of the USSR, Head of Laboratory, Director (since 1967), Member of the Presidium of the Siberian Branch of the Academy of Sciences of the USSR (1966). 1985-1989 – Committee for the Study of Productive Forces and Natural Resources (CNPF) of the Academy of Sciences of the USSR, Chairman. 1986-1990 – Department of Economics of the Academy of Sciences of the USSR, Member of the Presidium of the Academy of Sciences of the USSR, Academician-Secretary. 1990-2002 – The Academy of National Economy under the Government of the Russian Federation, Rector. 2002- Present – The Russian Academy of National Economy and Public Administration under the President of the Russian Federation, Head of the Department. Honorary President of the International Economic Association, Honorary Member of the World Econometric Society, Member of several foreign academies, Honorary Doctor of a number of universities. Research interest in econometrics, macroeconomics, in the application of mathematical methods in economic research. Prof. Abel Aganbegyan is the author of several books and numerous articles.

Viktor Ivanter graduated from Moscow State Institute of Economics in 1958. After graduation, he worked at the Council for the Study of Production Forces under the Presidium of the USSR Academy of Sciences. From 1961 to 1964, he was a graduate student at the Plekhanov Moscow Institute of Economy. He was a senior research fellow at the Institute of Electronic Control Machines from 1964 to 1969, a senior research fellow at the Institute of Economics under the USSR Academy of Sciences from 1969 to 1982, head of the laboratory at the Central Economics and Mathematics Institute under the USSR Academy of Sciences from 1982 to 1986, head of the laboratory and deputy director from 1986 to 1997, and Director of the Institute for Economic Forecasting under the Russian Academy of Sciences from 1997 until present. He has been an Academic of the Russian Academy of Sciences since 2000 in the Social Sciences Department of the Russian Academy of Sciences. He has been a corresponding member since March 31, 1994 in the Department of Economics and an Academician since May 26, 2000 in the Department of Economics. He is a specialist in matters concerning the analysis and forecasting of the national economy, the national financial and banking system, financial and cost proportions in the national economy as well as monetary, credit and tax policy. He is chairman of the Scientific and Dissertation Councils of the Institute for Economic Forecasting under the Russian Academy of Sciences, editor-in-chief of Forecasting Problems magazine, co-chairman of the annual Russian-French Seminar on the Monetary and Financial Problems of the Modern Russian Economy, a member of several expert, scientific and advisory councils under various government bodies. He is head of departments at the Plekhanov Russian Academy of Economics, the Moscow Institute of Physics and Technology and the State University of Management. Mr. Ivanter is the author of more than 150 scientific works, including several monographs published in national and foreign publications.

Born January 1, 1955 in the Voronezh Region. Education: Mozhaisky Military Space Academy. Mechanical engineer (graduated 1977). Dzerzhinsky Military Academy. Engineer-economist (graduated 1990). In 2010, Anatoly defended his Candidate of Science (Econ.) thesis on State regulation of and support for innovative enterprise on the basis of the cluster approach. Professional activities: Since January 1, 2013: Chairman of the St. Petersburg Committee for economic policy and strategic planning. From 2011 through 2012: head of the Administrative Office of Deputy Governor of St. Petersburg Sergei Vyazalov. From 1998 through 2010, Anatoly held various positions on the Committee for economic development, industrial policy and trade. He held the positions of head of the department for exhibitions and fairs, head of the administration for development of enterprise. As Vice-Chairman of the Committee for economic development, industrial policy and trade (2009 through 2010), he handled aspects of promoting development of enterprise, including medium-sized and small business, and was responsible for implementing Committee measures in the sphere of foreign economic co-operation. 1972–1998 – Anatoly Kotov served in the Armed Forces of the Russian Federation.

Valery Makarov (born on May 25, 1937 in Novosibirsk) is an outstanding Soviet and Russian economist and mathematician. In 1960, he graduated from Moscow State Economics Institute. After graduating, he worked his way from senior departmental assistant to Deputy Director of the Institute of Mathematics, Siberian division of the Academy of Sciences of the USSR (1960–1983). In 1985, he was appointed Director and Scientific Supervisor of the Department for Theoretical Economics and Mathematical Research and the Laboratory of Experimental Economics, Central Economics and Mathematical Institute of Russian Academy of Science. Holds a PhD in Economics (1965) and a doctoral degree in Physics and Mathematics (1969) from Leningrad State University, where his scientific supervisor was Lev Kantorovich. Dr. Makarov was a corresponding member of the USSR Academy of Sciences (1979) and then a full member of the USSR Academy of Sciences (1990). Now he is a full member of the Russian Academy of Sciences, Academician-Secretary of the Department of Social Sciences of the Russian Academy of Sciences (RAS), member of the RAS Praesidium, Director of the Central Economics and Mathematical Institute of the Russian Academy of Science (since 1985), dean of the Faculty of Economic Theory, State Humanities University (since 1996), Director of the Graduate School of Public Administration, Moscow State University (since 2006), head of the Chair of Applied Problems of Mathematical Economic Modelling, Moscow State University, Editor-in-Chief of the journal Economics and Mathematical Methods, one of the founders and first rector (1992–2004) and president (since 2004) of the Russian School of Economics, member of the Council of the Nikitsky Club, Professor at the State University Higher School of Economics. He serves on the editorial board of the journal Economic Change and Restructuring (USA) and on the expert committee of the Russian Board for School Contests in the field of Social Studies. Since 2014, he has been Professor holding the Chair in Strategy, Territorial Development and Quality of Life. Dr. Makarov also leads the Laboratory for City Modelling and Urban Agglomeration Strategy. Awards: prize of the Council of Ministers of the USSR (1980) and the Kantarovich Award (1995). Member of the Econometrics Society (1978). Member of the Executive Committee of the International Economics Association (1995). Dr. Makarov was awarded the Order of Peoples’ Friendship, two orders of the Red Banner of Labour (1978, 1987), order “For Merit to the Fatherland”, Fourth degree (1997) and order “For Merit to the Fatherland”, Third degree (2008).

A distinguished scientist and economist, doctor of economic sciences, professor, academician of the Russian Academy of Sciences, and General Director of Federal Budget Institution State Regional Centre for Standardization, Metrology and Testing in St. Petersburg and Leningrad Region (State Centre ‘Test – St. Petersburg’). He is the founder of a new area of economic science – quality economics, which is based on the use of quality management, standardization and metrology tools in supporting socioeconomic progress and improved quality of life as well as the leader of the school of quality economics. Fundamental research and practical calculations of the economic effect from activities in standardization and metrology were conducted for the first time under his leadership; he also developed a national quality management system with no direct analogues in the world based on methods of programmed and targeted planning and aimed at increasing the rates of modernization in the country’s economy. The Quality Economics and Management scientific school he leads is included in the Register of Leading Scientific and Teaching Schools of St. Petersburg. He is the chair of core departments at St. Petersburg State University of Economics and St. Petersburg State University of Aerospace Instrumentation. He has been elected as an Honorary Doctor at five leading universities. He is a member of the Expert Council of the Higher Attestation Commission of the Russian Federation. He is a member of the Bureau of the Social Sciences Department under the Russian Academy of Sciences, a member of the Presidium of the St. Petersburg Scientific Centre under the Russian Academy of Sciences, president of the Academy of Metrology as well as an academician and president of the St. Petersburg branch of the Academy of Quality Problems. He is a recipient of the State Prize of the Russian Federation for Science and Technology. He is a recipient of the Prize of the President and Government of the Russian Federation in Education. He is an Honoured Scientist of Science and Technology of the Russian Federation and an Honoured Worker of Science and Technology of the Russian Federation.

Born February 24, 1953 into a navy family in Baku. 1976 – graduated from the Leningrad Institute of Aerospace Instrumentation (as a mechanical engineer specializing in aerospace medicine instruments). 1976 – engineer at the defence enterprise NPO Leninets. 1978 – instructor at the Nevsky regional committee of the Young Communist League. 1979–1994 – service with the KGB (head of the Vyborg City Department of the KGB for the Leningrad Region and St. Petersburg). 1994–1999 – head of the St. Petersburg Administration of the Federal Service of the Tax Police, Lieutenant General of the Tax Police. 1999–2000 – Presidential Plenipotentiary Envoy to the Leningrad Region. 2000–2011 -– Presidential Plenipotentiary Envoy to the Central Federal District. On August 31, 2011, Mr. Poltavchenko was appointed Government of St. Petersburg. Awards: Order ‘For service to the homeland’ IV degree (2003), Order ‘For service to the homeland’ III degree (2008), Order of Alexander Nevsky (2013), and other state awards.

Igor Slyunyayev graduated in 1992 from the Moscow Higher Police School under the Ministry of the Interior of the Russian Federation with a major in Law and from the Russian Academy of Public Service under the President of the Russian Federation in 1999 with a major in Public and Municipal Management (specialization in Finances and Credit). 1994–1996 – Deputy Chairman of the Management Board of Joint-Stock Bank MosSibInterBank. 1996–1997 – Adviser to the Minister of the Russian Federation for Cooperation with CIS Member Nations and Head of the Ministry’s Finance and Credit Relations Office. 1997–1998 – Deputy Minister of the Russian Federation for Cooperation with CIS Member Nations. 1999 – Head of the Road Fund Income Support Office of the Russian Federal Roads Service. 1999–2000 – Deputy General Director of the Russian Road Agency. 2000–2001 – Deputy Minister of Transport of the Russian Federation. 2001–2004 – First Deputy Minister of Transport of the Russian Federation and Director of the State Roads Service. 2005–2006 – Adviser to the Chairman of the Federation Council of the Federal Assembly of the Russian Federation. 2006–2007 – Member of the Federation Council of the Federal Assembly of the Russian Federation on behalf of the executive authorities of the Altai Region – the Altai Region Administration; Deputy Chairman of the Federation Council Budget Committee, member of the Federation Council Commissions on Interaction with the Accounts Chamber of the Russian Federation and on Natural Monopolies. 2007–2012 – Governor of the Kostroma Region. Igor Slyunyayev was appointed Minister of Regional Development of the Russian Federation under Decree No. 1412 of the President of the Russian Federation dated October 17, 2012. He is a candidate of legal sciences with a specialization in 12.00.08 – Criminal Law and Criminology; Penal Law.
