Not only has the term ‘big data’ become a part of today’s business vocabulary, it is a new reality for companies. The widespread use of new gadgets and Internet services, together with the development of cloud technologies and the Internet of Things, has facilitated the collection of huge data sets, including user data and detailed information about Internet users. The analysis and application of this data has become a new source of growth for many businesses, and even entire sectors. For companies which gather data, trading raw and processed data has become essential, sometimes representing a major part of their income. People have begun to call big data ‘the new oil’. What kind of role does big data play in the incipient digital economy? Is this ‘oil’ simply a new commodity? Or, to continue the analogy with natural resources, is it an asset owned by the whole nation? How can opportunities for business growth be combined with social responsibility? How can we avoid infringing the right to a private life when building this new economy? What kind of balance should be struck between state regulation and self-regulation of the business community?

From 1986 to 1990, he was a junior research fellow, a research fellow and a senior research fellow at the Institute of Economics and Forecasting of Scientific and Technical Progress under the USSR Academy of Sciences. From 1990 to 2006, he worked as a senior research fellow and head of the laboratory of the Institute for Economic Forecasting under the Russian Academy of Sciences. From 2006 to 2008, he was Deputy Minister of Economic Development and Trade of the Russian Federation. In 2008, he was appointed Deputy Minister of Economic Development of the Russian Federation. From 2008 to 2012, he was Director of the Department of Economics and Finances under the Government of the Russian Federation. From 2012 to 2013, he was Minister of Economic Development of the Russian Federation. Since June 24, 2013, he has been an Aide to the President of the Russian Federation. He holds the rank of an Active State Counsellor of the Russian Federation, first class. He is a doctor of economic sciences. In 2007, he was awarded the honorary title ‘Honoured Economist of the Russian Federation’. In 2009, he was awarded the Order of Honour. He is married with one son.
Vladislav Boutenko

Vladislav Boutenko joined BCG in 1999 and has since spent time at the company’s offices in Paris, San Francisco and Moscow. He has provided consulting services to the management of several Fortune 500 companies. Mr Boutenko is the co-director of the company’s Intellectual Property division and also oversees the Russian Education, Organisation and Human Capital practice. Before joining BCG, Vladislav worked at General Electric Healthcare (GE), where he was in charge of introducing digital technologies in medical diagnostics devices. At GE, Mr Boutenko became the first holder of the Six Sigma Black Belt in the R&D department and co-developed the Design for Six Sigma (DFSS) methodology for the effective innovation. He has registered ten inventions in the United States and Europe. In 2013, Mr Boutenko was elected First Vice President of the Russian Book Union (RBU) and Chairman of the Board of the RBU “Education” Chamber. Mr Boutenko graduated with honours from the Faculty of Optoelectronics of Moscow State Institute of Radio Engineering, Electronics and Automation and also obtained a Master’s degree in mathematics from the Ecole Nationale Supérieure des Télécommunications in Paris, where he was a French government scholar.

Andrei Dubovskov has vast experience in telecommunications: having begun his career in 1993, he filled executive positions in Millicom International Cellular, LLC Regional Cellular Communication, CJSC 800 and a number of other companies in Moscow, Almaty, Nizhny Novgorod and other cities. From 2002 to 2004, he was CEO of the Tele2 Group in Nizhny Novgorod.
In 2004, he came to MTS, taking up the post of Nizhny Novgorod Branch Director. In 2006-2007, he was Director of the macroregion MTS Ural and, in 2007, started working for CJSC UMS (MTS Ukraine) as Senior Deputy CEO. Since 2008, he has been at the helm of MTS Ukraine.
Mr. Dubovskov is a Board Member of MTS, AFK Sistema and member of the Supervisory Board of MTS Ukraine. He is Chairman of the Management Board of MGTS and JSC Russian Telephone Company, Vice-Chairman of the Management Board of Mobile TeleSystems (MTS-Belarus). He is also a member of the Committee on Corporate Management under the Board of Directors of AFK Sistema and the Committee on Strategy under the Board of Directors of MTS.

One of the main assets of PFIG since 2005 is ER Telecom Holding. The Group also holds assets in oilfield services, financial sector, and real estate. Since its establishment in 1995 and until 2003, Andrey Kuzyaev was General Director of LUKOIL-Perm, a subsidiary of LUKOIL Oil Company. In 2000, he was appointed President of LUKOIL Overseas, operator of LUKOIL's international upstream projects, and in 2005, Vice President of LUKOIL Oil Company.
In December 2014, he was elected Chairman of the Board of ER-Telecom Holding, and in July 2015, he was appointed as President of the company.

“For more than a quarter of a century, the Forum has provided an opportunity for politicians, experts, business leaders, academics, and media professionals from around the world to hold in-depth discussions on key economic development trends in Russia and the world. Participants in plenary sessions, roundtables and panel discussions exchange views on ways to promote international cooperation, encourage scientific and technological progress and the development of human capital, and to effectively tackle the challenges we face.
The theme of the current meeting, The Foundations of a Multipolar World – The Formation of New Areas of Growth, is highly relevant and meaningful. A growing part of the international community is in favour of building a just and democratic system of international relations based on the principles of genuine equality, consideration for each other’s legitimate interests, and respect for the cultural and civilisational diversity of nations. It is precisely these principles that underpin the activities of BRICS, which Russia is chairing this year. It is symbolic that the history of this dynamically developing association, whose members already account for more than a third of the global economy, began at the 10th St Petersburg International Economic Forum in 2006.
Our country is open to constructive dialogue and interaction with partners and is ready to work together to address the economic, social, scientific and technological challenges of our time.
