Shaping a favourable investment climate is an urgent and vital task for Russia. This becomes even more important with the market of infrastructure projects, the life cycle of which generally exceeds 20 years. At that, the most valuable in foreign investments is not financing itself, but also cutting edge technologies. Moreover, there is a clear trend towards the enforcement of the technological component in infrastructure projects. National practice of implementing infrastructural mega-projects jointly with foreign investors knows a number of success stories. What lies at their heart? What actions need to be taken to replicate the most viable and understandable for a foreign investor models of managing long-term investment projects? What global technological trends can affect road infrastructure investment projects? Gianni Vittorio Armani

Chief Executive Officer, Managing Director, Anas SpA

Gianni Vittorio Armani was appointed Chief Executive Officer and Managing Director of Anas on 23 January 2018. From 18 May 2015 to January 2018 he also was appointed President and CEO of Anas.
From 1980-1985 he attended and graduated from the “Massimiliano Massimo” Scientific liceo in Rome (High school). In 1993 he graduated in Electronic Engineering at “La Sapienza” University in Rome. From 1996 to 1998 he got a Master in Business Administration at MIT Sloan School of Management in Cambridge (USA).
From 1998 to 2003 he worked for McKinsey & Company and between 1995-1996 for Telecom Italia in the Private Clients Division.
Between 2003-2005 he worked for Grtn (National electricity network operator). From 2005 -2015 he was appointed CEO of Terna Rete Italia Spa, a company that is the majority owner of the Italian high voltage and very high voltage electricity National Transmission Grid. Terna Rete Italia secures the transmission and dispatching of electricity throughout the country, with over 3,100 employees, 400 million € in revenues and investments for 1 billion €.
In Terna Rete Italia he previously also held the position of Operations Director for Italy and Program and Network Development Director.

Andrey Belyaninov

Chairman of the Management Board, Eurasian Development Bank (EDB)

In 1978, Andrei Belianinov graduated from Plekhanov Moscow Institute of the National Economy with a degree in finance and banking, an economist.
In 2005, earned a doctorate in economics, and in 2015 - a doctorate in political science.
After graduation, Belianinov served in KGB of the USSR. He worked in a number of foreign countries, and in the late 1980s was an employee of the USSR Embassy in the German Democratic Republic.
In 1992-1994,Belianinov was Deputy Chairman of the Management Board of REA-Bank.
In 1994-1999, he held the positions of Deputy Chairman of the Management Board, Chairman of the Management Board of Novikombank.
In 1999, he took the position of Deputy Director General of the Federal State Unitary Enterprise Promexport.
In 2004-2006, he was Director of the Federal Service for Defence Contracts.
In 2006-2016, he headed the Federal Customs Service.
In 2017, he became Secretary General of the Eurasian Peoples' Assembly.
Andrei Belianinov has received governmental and departmental awards.
On 1 December 2017, Belianinov was appointed Chairman of the EDB Management Board.

Sergei Kelbakh

Sergei Kelbakh, Chairman of the Board of the State Company Russian Highways (Avtodor)
Born on April 3, 1959 in the city of Slavgorod, Altai Krai.
1985 – graduated from the Leningrad Civil Engineering Institute.
1994 – graduated from the Russian-German Higher School of Management of the Academy of National Economy under the Government of the Russian Federation.
1996–2007 – General Manager of OOO Agentstvo Neudorf-Strelna.
2007–2008 – Adviser to the Chairman of the Committee, Deputy Chairman of the Committee for Improvement and Road Management of the Government of St. Petersburg.
2008–2009 – General Director of Russian Highways Federal State Agency.
2009–2011 – First Deputy Chairman of the Russian State Highways Company.
Since December 27, 2011 – Chairman of the Board of the Russian State Highways Company.
Doctor of Economics. First Deputy Head of State-Private Partnership Department, Professor of the University of Finances under the Government of the Russian Federation.

Dmitry Tvardovsky

General Director, Federal Centre for Project Funding

In 2004 joined the Ministry of Transport of the Russian Federation, where he held a number of positions.
2010 – Advisor to the Minister of Transport of the Russian Federation.
2012 – Aide to the Minister of Transport of the Russian Federation. In this position he was in charge of developing mechanisms for attracting non-budgetary investment in transport infrastructure.
Dmitry Tvardovsky has a vast experience in preparing and implementing projects of public-private partnership in transport and transport-related infrastructure. Oversaw drafting legislation for concession agreements regulation.
Dmitry Tvardovsky was part of the group that organized issuance of the first infrastructure related bonds. The funds raised through bonds were used for road construction.
In 2014 headed a subsidiary of Russian Highways (Avtodor State Company). In this role he was in charge of building a corporate and financial structure for the holding system of the subsidiaries for their further merge into Russian Highways Holding.
Dmitry Tvardovsky was in charge of the Strategic Planning Department at Russian Highways, where he formed a programme for highways and expressways that provided for spatial development through transport related infrastructure.
